Many places have excess billion-dollar projects.

In 2013, the Central Committee of the Vietnam Farmers' Union (VFU) approved the Project to build a Vocational Training and Support Center for VFUs in Dak Nong Province. The project has a total investment of 40 billion VND and is being built at the Dak Nur B Resettlement Area, Nghia Duc Ward, Gia Nghia City.

The project began construction in 2014 and was handed over to the Dak Nong Provincial People's Committee for management in April 2022. The center is built on a land area of ​​15,600m2 .

The center has a full office building, dormitory, workshop, guard house, garage and technical infrastructure system. In which, the office building is a level III house, 4 floors with 18 rooms.

The dormitory is also a level III building, 3 floors with 33 rooms. The center has invested in a system of equipment for studying, living, eating and sleeping... with a total value of nearly 2.7 billion VND.

Before handing over the project, the Provincial Center for Vocational Training and Support for Women organized 4 training courses for about 300 members. After receiving the project, the center organized 8 more training courses for 600 officials and members.

According to the leader of Dak Nong Provincial People's Committee, the center was built in a remote area, lacking essential facilities. Some units have researched and raised the issue of opening a vocational training representative office but in the end did not choose it.

In recent years, the headquarters of the Provincial Center for Vocational Training and Support for Young People has been mainly used to organize conferences and seminars. These programs are mainly held in the large hall. Other construction items are almost unused.

Due to the long construction period, the building has seriously degraded. The door system, ceiling, kitchen, and locks are damaged. The equipment is not used regularly so it has also degraded a lot.

“Currently, the center is not fully exploiting and using its design functions. To effectively exploit the invested facilities and avoid wasting public assets, the Provincial Farmers’ Association has proposed handing over the facilities to the Provincial People’s Committee for receipt and management,” said the leader of the Dak Nong Provincial Farmers’ Association.

Another abandoned vocational school in Gia Nghia City is the Dak Nong Women's Employment Center. This center was built on a 18,980m2 plot of land, located in the center of Nghia Trung ward.

The project is invested by the Dak Nong Provincial Women's Union (DWU) with a total budget of more than 25.2 billion VND from the central budget. The project is built methodically with many solid, high-rise buildings. The fence system is built methodically with miniature landscapes in the campus.

After completion in 2010, the Dak Nong Women's Employment Center was managed by the Provincial Women's Union. However, in 2019, the Central Women's Union merged the Dak Nong Women's Employment Center into the Center for Women and Development (under the Central Union).

Since the merger, the Dak Nong Women's Employment Center has ceased operations. After more than 5 years of disuse, the center has gradually become deserted. The construction items have not been used or maintained, so they have been damaged and degraded.

The Central Women's Union has agreed with the Dak Nong Provincial People's Committee to hand over the center's headquarters to local management. However, after many years, the handover process has not been implemented.

Many units lack workplaces

The two vocational schools above were built on a total area of ​​nearly 2.5 hectares in the center of Gia Nghia City. The total investment value for these two vocational training projects is tens of billions of dong from the budget.

The fact that these two projects are not used or are used ineffectively has caused negative public opinion about the waste of investment resources in Dak Nong in recent times.

While two vocational schools are gradually becoming deserted due to ineffectiveness, children in Dak Nong province are facing a shortage of classrooms. At the 9th Session of the 4th Dak Nong Provincial People's Council, some delegates said that at the beginning of the 2024-2025 school year, Dak Nong will have about 500 students entering high school and are worried about a lack of places to study.

Dak Nong Education Department has had many solutions to arrange enough schools for students to study. However, the lack of schools will continue to be a hot issue in the coming years.

Dak Nong Department of Education predicts that the number of students worried about lack of places to study in the 2025-2026 school year will be up to 1,000. This will put great pressure on facilities and the teaching staff.

In Dak Nong, many schools have been invested in for a long time but have not been upgraded, maintained or repaired. In the districts, some schools can be mentioned such as: Dak Plao Primary and Secondary School, Dak Glong District, Le Huu Trac Secondary and High School, Tuy Duc District, Krong No High School, Krong No District...

In Gia Nghia City, many schools at all levels have also deteriorated. Some of the schools include: Nguyen Thi Minh Khai Primary School, Nguyen Ba Ngoc Primary School, Chu Van An High School, Gia Nghia High School, etc.

Regarding agency headquarters, Gia Nghia City alone has many abandoned and unused headquarters. Typical examples include: Nghia Tan Ward People's Committee (old), Nghia Trung Ward People's Committee (old), Gia Nghia Bus Station (old)...

Meanwhile, many current agencies of Gia Nghia City still do not have a stable headquarters to operate. Currently, the Citizen Reception Committee of Gia Nghia City is having to borrow some rooms of the City's Political Training Center to work.

The Agricultural Technical Service Center and the Urban Landscape Management Team of Gia Nghia City also have temporary headquarters. Currently, the headquarters of these two units are located in the planning area of ​​Gia Nghia City Central Square.

The headquarters of the Gia Nghia Urban Landscape Management Team was built a long time ago with a brick foundation, wooden walls, and corrugated iron roof.

The headquarters was taken over by the team and has been in operation for about 15 years. Currently, the building has deteriorated, many items are damaged, and pose a potential safety risk.

According to the People's Committee of Dak Nong province, there are dozens of agencies and units in the province that do not have or lack working and studying offices, mainly associations, schools, centers...
