In all cases, the settlement and payment of insurance policies and regimes are always fully and promptly guaranteed to each participant and beneficiary.
In the context of the gradual recovery of the socio-economic situation, people's lives have gradually stabilized, the number of people receiving social insurance, health insurance, and unemployment insurance (UI) has increased. However, with the spirit and responsibility of serving people and businesses in the best way, the Vietnam Social Insurance industry has made efforts to promote reform of procedures and operations, shortening the time and procedures for social insurance and health insurance. Thanks to that, in all cases, the settlement and payment of policies and regimes are always fully and promptly ensured to each participant and beneficiary.
In the first 4 months of 2024, the Social Insurance of provinces and centrally-run cities resolved 20,902 people receiving monthly pension, death, work accident - occupational disease benefits, an increase of 2.23% over the same period in 2023 (of which 13,943 people were pensioners, an increase of 3.37% over the same period in 2023); 430,839 people received one-time social insurance benefits (an increase of 0.63% over the same period in 2023); 2,615,185 people received sick leave, maternity leave, and health recovery benefits, of which 107,922 people received health recovery benefits (an increase of 33.51% over the same period in 2023).
In addition, the Social Insurance Agency has closely coordinated with the Department of Labor, War Invalids and Social Affairs to resolve the unemployment benefits for 212,212 people ; 5,238 people received vocational training support, contributing to supporting workers to overcome difficult times to stabilize their lives and soon return to the labor market.
Regarding the settlement and payment of health insurance benefits, by the end of April 2024, the Vietnam Social Security sector had assessed and paid 57.552 million health insurance examination and treatment visits (an increase of over 3.07 million visits compared to the same period in 2023). The health insurance examination and treatment expenditure was nearly VND 42,497 billion (the data does not include the health insurance examination and treatment expenditure of the armed forces).
In the process of implementing the settlement and payment of health insurance regimes and policies, Vietnam Social Security has closely coordinated with the Ministry of Health and related ministries and branches to resolve difficulties and problems in the organization and implementation of health insurance policies. In localities, social security agencies have proactively coordinated with health departments and medical examination and treatment facilities to resolve difficulties in medical examination and treatment and payment of health insurance medical examination and treatment costs. As a result, many difficulties and problems in medical examination and treatment and payment of health insurance medical examination and treatment costs under the jurisdiction of Vietnam Social Security have been guided to supplement documents, have sufficient basis for payment, creating convenience for medical examination and treatment facilities and ensuring maximum benefits for health insurance participants according to the Law.
With the viewpoint of always taking people and businesses as the center of service, the entire Vietnam Social Insurance sector always strives to resolve quickly and ensure the rights in accordance with regulations for participants and beneficiaries of social insurance, health insurance and unemployment insurance policies in any case. For example, recently, when a boiler explosion occurred at Binh Minh Wood Production and Trading Company Limited (Vam Hamlet, Thien Tan Commune, Vinh Cuu District, Dong Nai Province), representatives of Vinh Cuu District Social Insurance coordinated with the District People's Committee and related units to visit, encourage and support families with relatives who had work-related accidents. At the same time, Vinh Cuu District Social Insurance sent documents urging and guiding employers to promptly complete documents to coordinate in resolving social insurance regimes for injured employees as soon as possible.
Similarly, in the serious work accident at Yen Bai Cement and Mineral Joint Stock Company (Yen Binh town, Yen Binh district, Yen Bai province), along with visiting the employer and the victims, Yen Binh town Social Insurance also directly went to the unit to guide the preparation of documents to coordinate the settlement and payment of death and work accident benefits for employees, contributing to encouraging and supporting employees and their families to overcome difficulties.
In addition to implementing well the regime and policies for participants, Vietnam Social Security also focuses on reforming administrative procedures, applying information technology, promoting digital transformation, especially Project No. 06 of the Government in processes and operations with an increasingly improved service spirit and attitude, such as: strengthening the deployment of interconnected software, implementing electronic transactions, online public services... Thanks to that, it has shortened the time and procedures, maximally saving time, effort, and travel costs for people and businesses when transacting with the Social Security agency.
In the field of health policy, Vietnam Social Security always pays attention to the strong application of information technology in professional work, especially the effective implementation of the Health Insurance Appraisal Software. This software is always adjusted by the Industry, supplemented with new functions and forms, updated with new rules for appraising payment request data, rules for checking lists, checking medical examination and treatment contracts, etc. to effectively serve the management, supervision, and appraisal of health insurance medical examination and treatment costs from the central to local levels, thereby ensuring the best benefits for health insurance participants according to regulations.
