Submit plan to adjust electricity price before October 25

On October 11, Deputy Prime Minister Le Minh Khai chaired a meeting of the Price Management Steering Committee on the results of price management in the first 9 months of 2023 and orientations for the remaining months of 2023.

Regarding electricity prices, the Deputy Prime Minister assigned the Ministry of Industry and Trade to coordinate with the State Capital Management Committee at Enterprises to direct the Vietnam Electricity Group to submit a price adjustment plan before October 25 in accordance with the direction of the Government, the Prime Minister and the prescribed procedures. EVN Hanoi changes the date of closing electricity meter index

EVN Hanoi has changed the meter reading closing date. The reading date in 21 districts will be implemented from November 30, instead of spreading from the 3rd to the 20th of each month as before.

In response to the question of whether changing the meter reading date will increase the amount of money people have to pay, a representative of Hanoi Electricity Corporation (EVN Hanoi) said that the electricity usage of each level will be adjusted according to the actual number of days of the meter reading period. - Proposing 6 contents in the salary reform roadmap from July 1, 2024

The Government has proposed a roadmap for salary reform for cadres, civil servants, public employees and armed forces with 6 contents (expected to be implemented from July 1, 2024), including: building 5 new salary tables; allowance regime; bonus regime; salary increase regime; funding sources for implementing the salary regime; salary and income management.

At the Government meeting last September, ministries and branches said that so far the whole country has saved 500,000 billion VND to prepare for salary reform in 2024, 2025 and 2026 according to Resolution No. 27 of the 12th Central Committee. (See more)

Ministry of Industry and Trade proposes to adjust gasoline prices every 7 days

In the summary report on the proposal to amend Decrees 83 and 95 on petroleum trading, sent to the Government Office on October 10, the Ministry of Industry and Trade proposed two price management options.

After analyzing and receiving comments from ministries, sectors and localities, the Ministry of Industry and Trade proposed to maintain the current price management method to control domestic supply and prices. However, the review period for costs included in gasoline prices is proposed to be shortened from 6 months to 3 months. The time between two price management cycles is also shortened from the current 10 days to 7 days, fixed on Thursdays every week.

State Bank seeks investors to restructure SCB

The State Bank of Vietnam (SBV) is looking for investors to participate in the restructuring of Saigon Commercial Joint Stock Bank (SCB), to submit to the Government for consideration and decision. This information has just been reported by the Government to the National Assembly on the handling of weak banks.

In addition, the State Bank has also submitted and received approval from competent authorities for the compulsory transfer policy for four specially controlled banks, including: Construction Bank (CBBank), Ocean Bank (OceanBank), Global Petroleum Bank (GP Bank) and DongA Bank (DongABank).

New proposal on building mini apartments

The Ministry of Construction has just reported on the acceptance, revision and completion of the draft revised Housing Law to be submitted to the Government. In this report, the Ministry of Construction proposed two options for developing individual housing with multi-storey and multi-apartment designs (also known as mini apartments).

The Ministry of Construction proposes to choose option 1. According to option 1, in the case of building mini apartments for sale or rent-to-own, the Ministry recommends that households and individuals who build must meet the conditions for being investors in housing projects. Construction investment is also carried out according to the same regulations as housing projects. (See more)

Proposal to expand the target group for social housing purchases

The Vietnam Chamber of Commerce and Industry (VCCI) has just provided comments to the National Assembly's Law Committee on the draft Housing Law. VCCI proposed many regulations on expanding the scope of social housing buyers, regulating electric vehicle charging stations, and proposing to ban the rental and sale of individual apartments in the form of mini-apartments.

The draft Housing Law stipulates that people who are eligible for social housing policies are mainly low-income earners and cannot afford to buy commercial housing. However, VCCI believes that in reality, many people do not belong to this group and cannot afford to buy a house.

Money transfers will require facial authentication

At the workshop “Digital transformation of banking, finance and opportunities for farmers” held on the morning of October 13 in Hanoi, Mr. Pham Anh Tuan - Director of the Payment Department, State Bank of Vietnam - said that this agency has studied the draft, sent it to credit institutions to get opinions on biometric authentication measures, collecting data from chip-embedded ID cards. This is a premise to ensure the owner when opening an account using eKYC, and also a premise to ensure that the person opening the account is the person performing the payment service.

This decision is expected to take effect from April 1, 2024 to allow enough time for banks and payment intermediaries to collect user data. (See more)

People holding positions at the State Bank are not allowed to manage related enterprises after retirement.

The State Bank of Vietnam is seeking comments on a draft Circular stipulating the list of areas and the time limit for which people with positions and powers are not allowed to establish, hold management positions or operate enterprises, cooperatives, or credit institutions after they have ceased to hold positions in areas under the management of the State Bank of Vietnam.

Accordingly, in the fields where people with positions and powers are not allowed to establish, hold titles, management positions, or operate enterprises, cooperatives, or credit institutions in the fields they were previously responsible for managing after they have left their positions.
