To deploy electronic health books, referral papers, and re-examination appointment papers, the Ministry of Health has created more than 32 million electronic health book data for people, of which more than 14 million citizens have integrated electronic health books on VNeID with 12,518 health insurance examination and treatment facilities (reaching 98% of medical examination and treatment facilities nationwide) and synchronized through Vietnam Social Security to integrate into VNeID. In the initial pilot implementation in Hanoi, the City People's Committee has created electronic health books for 7.5 million people (with 21 information fields) and 2.5 million electronic health books for people with 48 information fields. The Ministry of Public Security has coordinated with Vietnam Social Security and the Ministry of Health to create and integrate nearly 912,000 data on referral papers and over 2.6 million data on re-examination appointment papers on VNeID to be ready for nationwide publication.
The implementation of electronic health books will help people monitor their health status, use referral papers, and re-examination appointment papers through the VNeID application easily and conveniently, reducing complicated and cumbersome administrative procedures. It is estimated that every year, the whole country will save about 1,150 billion VND on medical records for 230 million people.

After more than 4 months of pilot implementation of issuing criminal records in Hanoi and Thua Thien Hue province, it has received enthusiastic support from the people. Specifically, Hanoi received more than 45,000 applications, Thua Thien Hue received more than 5,000 applications for issuing criminal records on VNeID, accounting for more than 70% of the total number of applications requesting criminal records of the two localities. It is estimated that when issuing criminal records on VNeID, it will help save about 400 billion VND per year for the people and society.
Previously, on August 24, 2024, the Prime Minister issued a directive on expanding the pilot issuance of Criminal Record Certificates via the VNeID application nationwide from October 1, 2024 to June 30, 2025. The Ministry of Public Security has coordinated with the Ministry of Justice to issue a procedure for piloting the issuance of Criminal Record Certificates on VNeID. In particular, for cases where citizens do not have information about their criminal records, the time to return results will be reduced from 10 days to 3 working days.
Concluding the conference, Prime Minister Pham Minh Chinh emphasized that the implementation of the Electronic Health Book and issuance of criminal records on VNeID will create convenience, save costs, and bring benefits to people and the country, contributing to promoting national digital transformation.
He requested relevant ministries, branches and localities to promote their leading role in the implementation process in the spirit of "no backtracking, just working". Ministries, branches and localities need to proactively coordinate to remove obstacles, overcome limitations, continue to make more efforts and be more determined to prepare good conditions in terms of law, technology infrastructure, data, and resources to deploy the Electronic Health Book, issue criminal records on VNelD nationwide, bringing practical benefits to people and in state management.
