On the afternoon of September 4, the Ministry of Agriculture and Rural Development (MARD) held an online conference with relevant ministries, branches and localities on response to storm No. 3.

At 1:00 p.m. on September 4, the center of storm No. 3 (Yagi) was at about 19.1 degrees North latitude - 117.4 degrees East longitude, about 730km east of Hainan Island (China), with a level 10-11 intensity, gusting to level 13. It is forecasted that from the afternoon of September 4 to 6, storm No. 3 may reach a very strong storm level in the northern sea area of the North East Sea, with strong winds reaching level 14, gusting to level 17 near the center of the storm.

In Thanh Hoa, to proactively respond to storm No. 3, the Provincial People's Committee and the Provincial Steering Committee for Disaster Prevention, Search and Rescue have issued two dispatches directing the implementation of response to all levels and sectors, focusing on directing and organizing close monitoring of information on developments of storms, rain, floods and forecasts, warnings, promptly directing and implementing response work according to the motto "four on-site".
Currently, the whole province has 6,116 vehicles/19,901 workers. Of which, 5,281 vehicles/13,335 workers are anchored at the port; currently, 835 vehicles/6,566 workers are operating at sea, specifically: Tonkin Gulf 820 vehicles/6,397 workers; South East Sea 13 vehicles/149 workers; other sea areas 2 vehicles/20 workers. Vehicles operating at sea have received information about storm No. 3 (Yagi) and are in regular contact with authorities, families, and local authorities.
Discussing at online bridges, representatives of central ministries, branches and relevant localities reported on preparations and response to storm No. 3 in the spirit of Official Dispatch No. 86/CD-TTg dated September 3, 2024 of the Prime Minister and forecasted the possibility and measures to limit and minimize damage caused by storm No. 3.
Speaking at the conference, Minister of Agriculture and Rural Development Le Minh Hoan highly appreciated the preparations for storm No. 3 of ministries, branches and localities. To cope with the storm, ministries, branches and localities need to focus on implementing measures; enhance the proactiveness of localities, propose situations and scenarios to limit damage to property and people's lives. Localities review and deploy measures to ensure safety for tourism, aquaculture and fishing activities at sea, estuaries and along the coast; resolutely evacuate people on rafts and aquaculture watchtowers to safe places before the storm directly affects them. Based on the specific situation, proactively decide to ban fishing boats, transport ships and tourist boats from going to sea.
Actively strengthen communication on disaster prevention measures for people and closely follow the developments of storm No. 3.
After this meeting, we will move from the telegram to practical activities on measures to respond to storm No. 3, in order to minimize damage caused by natural disasters.

Directing at Thanh Hoa bridge, Vice Chairman of the Provincial People's Committee Le Duc Giang requested relevant functional forces and localities in the province to continue to organize the counting of boats; by all means call on vehicle owners to leave dangerous areas and bring them to safe storm shelters; ensure the safety of people, cages, aquaculture areas; and tourists staying during the storm. On land, localities proactively organize the harvesting of rice fields that are ready for harvest with the motto "green house is better than old field". Proactively deploy measures to ensure safety for sea dykes, river dykes, especially vulnerable locations or locations under construction, coastal locations with landslides and erosion in August such as Hoang Truong, Hoang Thanh, Hoang Phu (Hoang Hoa). Irrigation management and exploitation companies proactively carry out buffer drainage work, ready to drain floodwater to protect agricultural production and low-lying areas. Member sectors and localities implement measures to drain floodwaters in low-lying areas at high risk of deep flooding due to heavy rain and rising sea levels.
