On the afternoon of December 21, at the Ministry of National Defense Guest House, Hanoi, the Central Propaganda Department held a national conference to review foreign information work; propaganda on seas, islands, demarcation, marker planting, and land border management in 2023; and deploy tasks for 2024.
Comrade Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department, Head of the Steering Committee for External Information Work attended and directed the Conference. Also attending were representatives of leaders of central and local departments, ministries, branches and a number of news agencies and newspapers.
In 2023, the world situation continues to evolve rapidly, complicatedly, and unpredictably; the East Sea has many potential risks of causing security instability; the world economy is gloomy. The country faces many difficulties and major challenges, especially in the field of socio-economic development; hostile and reactionary forces are stepping up the implementation of the "peaceful evolution" strategy, inciting and distorting to sabotage the Party and State, causing division in the great national unity bloc.
In that context, with the attention and close direction of the Politburo and the Secretariat; the active coordination and implementation of tasks by central and local ministries, branches and sectors; and the efforts of the entire force, the work of foreign information and propaganda on seas, islands, demarcation, marker planting and land border management has achieved many positive results, fulfilling the set goals and requirements, effectively contributing to the overall socio-economic development achievements of the whole country in 2023 and the first half of the term of implementing the Resolution of the 13th National Party Congress.
Over the past year, the work of consulting, leading, directing and orienting information has been carried out proactively and promptly; the coordination between agencies and units has become increasingly close and synchronous; the implementation of tasks in practice has had many innovations and creativity in content and form, bringing high efficiency.
The key contents that are persistently propagated and communicated abroad are the Party's policies and guidelines in all fields, socio-economic development achievements in 2023 as well as the half-term implementation of the 13th National Party Congress resolution; history, tradition, image of the country, people, culture, values, and noble thoughts of the Vietnamese people.
The foreign information work has fully and comprehensively informed about the country's important political and foreign affairs events, especially the visits and phone calls of key leaders of the Party and State; continued to widely inform, in many languages, about the content of the book by General Secretary Nguyen Phu Trong, which has received great attention from the public, friends and international media.
In addition, foreign information work actively propagates the prestige and international position of Vietnam, which are constantly enhanced through bilateral and multilateral foreign affairs activities; effectively informs and responds to incidents arising related to the situation of seas, islands, and borders, especially propaganda against IUU fishing, urging the EC to remove the "yellow card" for Vietnamese seafood; promotes propaganda about achievements in ensuring human rights in the first year of Vietnam's membership of the United Nations Human Rights Council; increases information about the lives of overseas Vietnamese, charitable activities of the Vietnamese community and contributions to national construction.

On behalf of the Party and State leaders, speaking at the conference, comrade Nguyen Trong Nghia highly appreciated the results of foreign information work, propaganda on seas, islands and borders in 2023 as well as the first half of the term of implementing the Resolution of the 13th National Party Congress; commended the entire force for being proactive, creative, and making efforts to overcome both subjective and objective difficulties to successfully complete the task.
From the results achieved in the past year, and during the half-term implementation of the Resolution of the 13th National Party Congress, comrade Nguyen Trong Nghia raised some experiences that need to be drawn, namely:
Firstly, ensure unified and consistent leadership and direction from the central to local levels, from the provincial to the district and commune levels; and timely and synchronous deployment of the entire force. Secondly , the spirit of solidarity, unanimity from top to bottom; close, smooth and seamless coordination in implementing tasks. Thirdly , mobilize the participation of the entire political system and the entire society, in which, affirm the important and pioneering role of the press and media force, especially the key foreign press agencies. Fourthly , promote the role and responsibility of the Propaganda Department of the Provincial Party Committee, the City Party Committee, and the steering committees on foreign information, borders, seas and islands from the central to local levels.
The Head of the Central Propaganda Department emphasized that 2024 will still face many difficulties and challenges. With a high degree of openness, the Vietnamese economy is greatly affected by all fluctuations in the world situation; hostile and reactionary forces continue to intensify their sabotage with increasingly sophisticated and complicated tricks; international information and public opinion are still, in some places and at times, negative about Vietnam.
However, with the enhanced position and prestige of the Party and the country, and Vietnam's increasingly important role in the foreign policies of many countries, Vietnam will have many favorable opportunities to better carry out foreign propaganda and information work.

Regarding the direction and tasks of work in 2024, comrade Nguyen Trong Nghia suggested spreading and taking advantage of the important foreign affairs results that have been achieved, turning foreign affairs results into socio-economic development results; protecting independence, sovereignty, and territorial integrity; building a peaceful, friendly, stable, and cooperative border area; building a peaceful, safe, and stable East Sea region; quickly putting the guiding viewpoints, tasks, and solutions of Conclusion No. 57-KL/TW dated June 15, 2023 of the Politburo on continuing to improve the quality and effectiveness of foreign information work in the new situation into practice in implementing tasks; maximizing the spirit of proactiveness, creativity, and flexibility in implementation methods to achieve the highest efficiency.
Comrade Nguyen Trong Nghia emphasized that the content of foreign propaganda and information must be comprehensive, complete, and focused; methods of foreign propaganda and information must continue to be innovated in a modern direction, keeping up with international communication trends; effectively utilizing existing resources, actively seeking and flexibly increasing resources to implement tasks.
At the conference, leaders of the Central Propaganda Department awarded Certificates of Merit to collectives and individuals with outstanding achievements in foreign information work; propaganda on seas and islands and demarcation, marker planting, and land border management in 2023.
