Ha Tinh has synchronously and effectively deployed key tasks and urgent solutions to combat illegal fishing in order to join hands in removing the European Commission's "yellow card" warning.

Lach Ken Border Guard Station and functional forces patrol and control the coast of Cuong Gian (Nghi Xua) to prevent and deter illegal fishing.

Nghi Xuan is a locality with many advantages in fishing and has the largest fishing fleet in the province (723 vessels), so the implementation of measures and solutions to combat illegal fishing is always of concern.

With the determination to join hands to remove the "yellow card", this coastal district has focused on 4 key tasks: leading and directing the effective implementation of tasks and solutions to combat IUU fishing; strengthening information, propaganda, and legal training; managing, monitoring, inspecting, and controlling fishing vessel activities; inspecting fishing vessels entering and leaving ports, focusing on strictly handling violations... With that spirit of engagement, this district with 9 coastal communes has created many positive changes in all aspects.

Ms. Ngo Thi Bich Thuy - civil servant of the district's Department of Agriculture and Rural Development said: "In 2023, Nghi Xuan district promptly issued more than 30 documents to lead, direct, operate, and urge the work of combating, preventing, and restricting illegal and unreported fishing. Necessary information and legal knowledge have been widely disseminated to ship owners and fishermen in many forms. All coastal communes have inspected, counted, and reviewed boats to carry out registration, inspection, licensing, and restrict "3 no" fishing boats. Illegal fishing acts have been detected and strictly handled with 12 cases/12 vehicles, administrative fines of nearly 260 million VND...".

Not only Nghi Xuan but all coastal districts from Ben Thuy to Deo Ngang are actively and synchronously taking part in urgent tasks and solutions, focusing on combating illegal fishing and unreported fishing. Accompanying local authorities, 2,735 fishing vessels and thousands of fishermen, the fisheries sector has also promoted its core role and main responsibility towards the common goal, especially urgently overcoming shortcomings and limitations in implementing solutions to prevent illegal fishing.

Deputy Head of the Fisheries Sub-Department Luu Quang Can said: "We have focused on doing a good job of advising, directing, operating, and coordinating the implementation of Plan No. 67/KH-UBND dated March 15, 2023 on implementing tasks and solutions to combat illegal, unreported, and unregulated fishing in Ha Tinh province in 2023 and other relevant documents and plans.

Along with that, the industry has also performed well other tasks such as installing VMS equipment for 90/90 fishing vessels operating in offshore areas, renewing fishing licenses reaching 93%, marking vessels and drawing license plates according to regulations on 2,735/2,735 vessels and coordinating to carry out hundreds of patrols and controls at sea, river mouths, and inlets...

As one of the core forces in enforcing the law at sea, the Ha Tinh Border Guard has always actively participated in the fight against and prevention of illegal fishing. During the year, the coastal border units coordinated with functional forces to conduct 64 patrols at sea with 508 officers and soldiers participating and patrol the estuaries and inlets with 1,106 patrols with 4,400 officers and soldiers participating.

Thereby, 26 cases/29 fishing vessels violating fishing regulations (mainly trawlers fishing in the wrong area) were promptly detected and handled with an administrative fine of nearly 562 million VND, and hundreds of other violating fishing vessels were expelled.

Synchronously deploy solutions to combat illegal fishing

Thien Cam Border Guard arrested a trawler of fishermen from other provinces fishing in the wrong area at Cam Xuyen sea in March 2023.

The involvement of all levels, sectors and localities has contributed to raising awareness and compliance of Ha Tinh fishermen. This year, in the province, there were no fishing vessels or fishermen violating regulations on exploiting seafood in foreign waters, and no networks, organizations or individuals were discovered to broker fishing vessels and fishermen to illegally exploit seafood in foreign waters.

Fisherman Nguyen Duc Dai in Thach Long commune, Thach Ha district (owner of HT 09493TS ship) shared: “Regularly propagandized, reminded, and warned by all levels and sectors, we fishermen have become more aware of protecting fishing grounds and aquatic resources. People also understand that in order to have stable production, exploit resources in the long term, and not be embargoed or condemned by the international community, we must pay attention to changing our profession to be environmentally friendly, not using banned substances for exploitation, fishing in the right area, on the right route, and must declare accurately and report promptly...”.
