Deploying fire prevention and rescue work in 2024

This morning, January 25, Standing Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Fire Prevention, Fighting and Rescue (PCCC and CNCH) Ha Sy Dong chaired a conference to review the work of PCCC and CNCH in 2023 and deploy tasks for 2024.

In 2023, the Provincial People's Committee issued documents specifying the conclusions and directions of the Government to direct departments, branches, agencies, units, enterprises, localities and individuals in the area to effectively implement fire prevention and fighting and search and rescue work; effectively organize a peak period of propaganda and inspection of fire safety in residential areas, households, and houses combining production and business; carry out fire prevention and fighting and search and rescue management, and direct relevant forces to participate in protecting the safety of cultural, political and social events.

There were 106 fires in the province, injuring one person; property damage of over 1.9 billion VND; 23,892 hectares of forest (estimated at 1,090.2 million VND). The provincial police organized fire fighting in 84 cases; people and the electricity industry extinguished 16 cases; forest rangers extinguished 6 cases. The total number of incidents and accidents requiring rescue was 17, of which the provincial police organized rescue in 15 cases.

The provincial police organized guidance and inspections on fire safety at 1,792 establishments in the area, recommending to overcome 285 shortcomings, of which 234 state agencies still had shortcomings in fire prevention and fighting. Conducted inspections of compliance with regulations on fire prevention and fighting service business for 13 establishments trading in fire prevention and fighting equipment. Conducted administrative sanctions against 32 establishments, with a total amount of more than 260 million VND; issued 3 decisions to temporarily suspend operations; 34 decisions to suspend operations... In addition, Directive No. 01/CT-TTg of the Prime Minister and Plan No. 14/KH-UBND of the Provincial People's Committee on strengthening fire prevention and fighting and rescue work in the new situation have been well implemented.

Continue to effectively implement 3 models (fire safety enterprises; fire safety markets; fire safety residential areas); 10/10 districts, towns and cities have launched the model of opening the second escape route, equipping fire safety equipment. Build 84 models of fire safety inter-family groups and 37 public fire fighting points; mobilize 2,523 households to open the second escape route; 50,745 households to equip portable fire extinguishers...

Regarding the key tasks in 2024: Promote the propaganda, dissemination and education of legal knowledge on fire prevention and fighting and rescue; organize the Fire Fighting and Rescue Technical Competition for the "Fire Prevention and Fighting Safety Inter-family Group" of Quang Tri province in 2024; organize a 3-year review of the implementation of the topic Strengthening fire prevention and fighting and rescue for residential areas, households, and houses combining production and business according to Plan No. 212/KH-UBND of the Provincial People's Committee...

Concluding the conference, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong emphasized: In order for the contents of fire prevention and fighting and search and rescue work to achieve high results, in the coming time, it is necessary to continue to promote the proactive and flexible role of the Provincial Fire Prevention and Fighting and Search and Rescue Steering Committee; improve the capacity and management efficiency of authorities at all levels, first of all the role and responsibility of heads of departments, branches, sectors and localities in fire prevention and fighting and search and rescue work...

Promote information and propaganda on fire prevention and fighting and rescue; focus on organizing the Fire Fighting and Rescue Technical Competition for the "Fire Prevention and Fighting Safety Inter-family Team" of Quang Tri province in 2024. Organize at least 1 provincial-level fire fighting plan practice approved by the Provincial People's Committee and the Ministry of Public Security, mobilizing forces, means and assets of many local agencies, organizations and police in neighboring localities to participate.

Accelerate the implementation of the Project on the overall planning of the infrastructure system of the fire police and rescue force of Quang Tri province until 2020 with a vision to 2030; implement the content of the fire prevention and rescue infrastructure planning for the period 2021-2030, with a vision to 2050 on the basis of the Quang Tri Provincial Planning for the period 2021-2030, with a vision to 2050. Review, synthesize and report to competent authorities for consideration and allocation of public investment capital to ensure fire prevention and rescue work according to legal regulations.

Implement well the inspection and examination regime according to legal regulations, resolutely handle violations; take measures to urge and request to overcome shortcomings and deficiencies in fire prevention and fighting and rescue. Strictly implement the appraisal, construction licensing, and construction order management of works related to fire prevention and fighting regulations in the province.

On this occasion, the Chairman of the Provincial People's Committee awarded certificates of merit to 2 collectives and 4 individuals with achievements in fire prevention and fighting and search and rescue work in 2023.
