Reporter: Could you please tell us the basic contents of Trang Dinh district in implementing the National Target Program on sustainable poverty reduction in the area?
Pursuant to Decision No. 90/QD-TTg dated January 18, 2022 of the Prime Minister approving the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025, Trang Dinh District People's Committee has developed a Program Implementation Plan for the entire period 2021 - 2025 and annually develops a specific plan for implementation; directs specialized agencies, People's Committees of communes and towns to organize the implementation of projects and sub-projects of the Program, along with allocating funding sources for Program implementation to agencies, units and localities.
Regularly and extensively propagate the Party and State's policies on poverty reduction among all classes of people, especially the work of mobilizing and encouraging people from poor and near-poor households to actively learn a trade, seek jobs, participate in projects to create jobs, increase household income; participate in training courses, scientific and technical guidance to apply to production and livestock breeding to bring high economic efficiency.
During the implementation process, the locality focused on integrating the National Target Program on Sustainable Poverty Reduction with other National Target Programs in the same area to effectively implement support policies, in order to fundamentally solve difficulties in infrastructure at the commune and village levels, meeting the essential needs of the people.
Reporter: How effective is the implementation of projects under the national target program on poverty reduction in the district, sir?
Through the implementation of projects of the National Target Program on Sustainable Poverty Reduction in Trang Dinh district, there have been many positive impacts, creating conditions for poor and near-poor households to access capital sources, access information on policies and poverty reduction work. In particular, the Program has created consensus and strong changes in the awareness of all classes of people about poverty reduction work and the consciousness of rising out of poverty.
The support resources of the National Target Program on Poverty Reduction for the period 2021 - 2025, especially production support, have contributed to improving the lives of poor and near-poor households, gradually improving both materially and spiritually, and the level of education. Many households have risen out of poverty, have a stable life, contributing to reducing the gap in development levels between ethnic groups and regions in the district. Thereby, contributing to effectively implementing the goal of multidimensional, inclusive, sustainable poverty reduction, minimizing re-poverty and poverty generation; creating the best conditions for the poor and poor households to access resources and basic social services to develop production, increase income, improve and enhance life. As a result, the poverty rate of the district has decreased significantly, if in 2021 it was 10.84%, it has now decreased to 2.47%.
PV: What are the difficulties and challenges on the journey of poverty reduction, sir?
Trang Dinh is a mountainous border district with 22 commune-level administrative units, including 11 extremely disadvantaged communes. In addition to the achieved results, in the process of implementing poverty reduction policies, there have been and are some difficulties and challenges such as: The district is large, the educational level of the people is uneven, people have not had much access to the application of science and technology in production to develop the household economy; in particular, there are still some poor and near-poor households that still have the mentality of waiting and relying on the support of the State.
The leadership and direction of the Program implementation in some communes is still limited. The implementation of the Program involves many levels and sectors, especially at the grassroots level, which has not yet promoted the role of people's participation and the Community Monitoring Board.
The progress of the Program implementation is still slow, the disbursement rate is low, and the mobilization of investment resources from the community is not high. The results of the implementation of some projects and sub-projects under the Program have not met the requirements and plans set out.
PV: In the coming time, what solutions will Trang Dinh district focus on to further improve the quality and effectiveness of poverty reduction work , sir ?
To further improve the quality of poverty reduction work in the district, in the coming time, the district will continue to implement Resolution No. 47-NQ/TU, dated September 9, 2021 of the Lang Son Provincial Party Committee on sustainable poverty reduction in Lang Son province for the period 2021 - 2025, with a vision to 2030.
During the implementation process, direct the integration of capital sources of national target programs to effectively implement support policies, aiming to fundamentally solve difficulties in infrastructure at commune and village levels to meet the essential needs of the people.
The district and commune continue to identify the causes of poverty for each poor and near-poor household to develop specific support plans. At the same time, the district will focus on implementing solutions such as: Supporting loans for production development, housing, clean water, environmental sanitation, access to information, improving nutrition for children, vocational training, job creation..., gradually improving the quality of life for the people.
