Trang Dinh (Lang Son): Effectively integrating capital sources to eliminate hunger and reduce poverty

Over the years, Trang Dinh district has always identified national target programs as an important resource to eliminate hunger and reduce poverty for ethnic minorities in the district. Therefore, Trang Dinh district People's Committee has paid special attention to directing and effectively implementing the projects.

According to the report of Trang Dinh District People's Committee, implementing national target programs for the period 2021 - 2025, Trang Dinh district is assigned a total state budget capital plan of: 438,531 billion VND (central budget capital is 427,148 billion VND; provincial budget capital is 20,836 billion VND; district budget capital according to regulations is 43,617 billion VND).

Accordingly, Trang Dinh district has focused on investing in the construction and completion of infrastructure systems, especially rural roads, irrigation, medical facilities, schools, etc. Priority is given to areas with particularly difficult socio-economic conditions to facilitate the expansion and development of production, trade connections, and increase income and access to essential social services for people, especially poor and near-poor households.

Along with infrastructure investment, Trang Dinh district has focused on supporting people to develop production and increase income. From 2023 to present, from support capital sources, Trang Dinh district has built 28 models to support community production development in 20 communes. Fully implementing preferential credit programs from the Social Policy Bank for over 1,700 poor households and policy beneficiaries to access loans.

With the motto of “giving fishing rods, not fish”, the support of breeding buffaloes and cows, creating livelihoods for people in Trang Dinh district in recent times, has increased opportunities to improve production and escape poverty sustainably. Through capital from poverty reduction programs and projects of the Central and local governments, poor and near-poor households are provided with breeding buffaloes and cows to develop livestock farming.

Mr. Nong Van Tan, Na Cao village, Chi Minh commune, Trang Dinh district, a near-poor household, was supported with a breeding cow from the National Target Program for Sustainable Poverty Reduction. Thanks to technical training and guidance from officials on raising cows, he has taken good care of the cow and it is now in the development stage. "My family is very happy to be given a cow, because the cow is a livelihood that will help the family escape poverty sustainably," Mr. Tan happily shared.

According to data in report No. 5285/BC-UBND dated November 25, 2024 of the People's Committee of Trang Dinh district, implementing the National Target Program on Sustainable Poverty Reduction, the district assigned the People's Committees of communes to be the investors in implementing 07 community production development projects, with an allocated budget of VND 2,464.0 million.

Up to now, the District People's Committee has approved 03/07 Projects, with a total budget of 1,064.0 million VND; 05/07 Production Development Projects transferring capital to implement Resolution 111/2024/QH15, with a total adjusted budget of 1,486.17 million VND. Up to now, 03/03 projects in 03 communes of De Tham, Doi Can, Dai Dong have received breeding stock for participating households and completed disbursement.

Implementing the National Target Program on socio-economic development of ethnic minority and mountainous areas for the period 2021-2025, the district assigned the People's Committees of communes to be the investors in implementing 17 livelihood diversification projects. Up to now, decisions have been issued to approve 12/12 projects, reaching 100% of the plan. 04/12 projects have been disbursed; 08/12 projects have received seeds and seedlings, provided fertilizers to participating households, and are now completing payment documents (the communes committed to disbursement in November 2024), disbursing 1,255.8 million VND.

In Doi Can commune, Trang Dinh district, implementing Project 1 under the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas in 2024, 07 water tanks were provided to 07 poor households, and 02 tractors were provided to 02 poor households who had changed their jobs. Implementing Sub-project 1, Project 3 under the National Target Program for Sustainable Poverty Reduction in 2024, breeding horses were provided to 03 households with a total of 11 horses.

According to Mr. Vi Van Nghiep, Chairman of the People's Committee of Doi Can commune, from the capital of national target programs, it has created significant resources for the commune to develop its socio-economy and improve the material and spiritual life of the people. Thanks to that, the rate of poor and near-poor households has decreased significantly, the results of the review of poor and near-poor households in 2024 of the commune are 06 poor households and 10 near-poor households. Strive to meet the criteria according to the National Criteria for Advanced New Rural Communes by the end of 2024.

It can be seen that after 4 years of implementing programs and projects, up to now, rural infrastructure, education, health, culture, etc. in the district have been gradually invested synchronously, serving the lives and activities of the people. The poverty rate has decreased from 10.28% in 2021 to 4.34% in 2023.

According to the preliminary screening results of poor and near-poor households as of October 2024, the total number of poor households in the district is 427, accounting for 2.47% (down 1.87%). The number of near-poor households is 1,350, accounting for 7.81% (down 0.39%).

Mr. Ngo Quang Khai, Vice Chairman of Trang Dinh District People's Committee said: In order to effectively implement poverty reduction work, in recent times, the District People's Committee has focused on leading, directing, and orienting the implementation of poverty reduction tasks and solutions in the right focus and key areas. Regularly inspecting and urging the implementation progress, assigning tasks to advisory agencies to organize and implement the National Target Programs in the district.

“The district focuses on integrating capital sources from national target programs to invest in infrastructure and support livelihoods for poor and near-poor households. Basically, the poor have improved their living conditions, have better access to policies and support resources from the State and the community for economic development, job creation and income increase,” Mr. Ngo Quang Khai emphasized.
