Investing in a series of essential infrastructure projects
In recent years, Tra Vinh has implemented ethnic policies well. Especially project Investing in essential infrastructure to serve production and life in ethnic minority areas under National Target Program 1719.

From 2022 to present, the province has planned to invest in the construction of 197 new infrastructure works of all kinds; maintain and repair 97 works; renovate and upgrade the network of 7 markets in ethnic minority areas. To date, 177 infrastructure works of all kinds, 83 maintenance and repair works and 6 markets in ethnic minority areas have been completed and put into use. The total budget for project implementation is allocated by the Central Government. To be over 307 billion dong.
When completed and put into use, the projects have shown clear effectiveness, making it convenient for people to travel and trade goods, the rural appearance of ethnic minority areas has gradually improved, contributing significantly to the socio-economic development of the locality.
To effectively invest in essential infrastructure, Tra Vinh province's functional departments have stepped up propaganda work and raised the sense of responsibility of the community in ethnic minority communes. As a result, many households have voluntarily donated land, fruit trees, crops and labor days.
The investment in the above essential infrastructure contributes to the construction of new rural areas, promotes sustainable socio-economic development of the locality, and reduces the annual poverty rate.
It is known that in the past time, during the implementation of the project to invest in essential infrastructure, serving production and life in ethnic minority areas, the specialized sector also organized 130 training courses, fostering and educating grassroots staff to improve their knowledge and skills in expertise, management, operation, supervision as well as selecting project implementation locations.
Therefore, grassroots cadres choose a very reasonable list of investment projects and participate better in the process of community supervision and selection of beneficiaries.
5 lessons learned when implementing essential infrastructure investment projects in ethnic minority areas
Lessons learned in the process of implementing essential infrastructure investment projects to serve production and life in ethnic minority areas in Tra Vinh province are as follows:
Firstly, when policies are issued, they must have timely, synchronous, complete and clear instructions, ensuring adequate allocation of resources. At the same time, it is necessary to effectively integrate other investment programs, projects and policies in the area to promote the effective use of capital.

Second, for a project to be effective, it first requires the attention, leadership and direction of the Party Committee, the government, the Fatherland Front and grassroots organizations through the development of specific programs and plans, regular supervision, inspection and monitoring to evaluate the effectiveness and achieved and unachieved goals in order to have timely direction and correction.
Third, improve the capacity of grassroots officials and the community on management, operation and supervision mechanisms in program implementation, helping the community to have a sense of responsibility, thereby actively participating in project implementation and supervision.
Fourth, regarding the process of planning, selecting projects and construction sites based on the opinions of the majority of local people who benefit from the project through public meetings and having specific minutes through the People's Council at the commune level before submitting to the District People's Committee for approval.
Fifth, local people who are allowed to give opinions in planning meetings, participate in construction and supervision during the project implementation process need to respond positively through their participation in contributing labor days, donating land, trees, and crops where the project passes. On the other hand, people participating in the implementation and supervision of the project must have high awareness to help ensure the quality of the project, long-term and practical use.
