Maintain a pioneering role

In the past half term, the Party Committee of the Department of Education and Training of Ho Chi Minh City has implemented projects and programs to fundamentally and comprehensively innovate education and training associated with improving the quality of human resources, maintaining its position as the leading unit in the country in education and training. The Party Committee of the Department of Education and Training of Ho Chi Minh City has closely directed the planning of the school network, prioritized investment in building schools and classrooms, and improved facilities.

However, some targets are still slow, such as: the target of 300 classrooms/10,000 school-age people by 2025; the target of having at least 30% of training codes in public schools recognized as key codes...

Speaking at the conference, Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thi Le commented that in the past half term, Ho Chi Minh City has gone through a difficult period due to the Covid-19 pandemic, but the entire Ho Chi Minh City Education and Training sector has made many efforts, tried, and creatively applied solutions to achieve many important results. The targets of the Resolution have basically met the progress so far.

In particular, the sector maintains its pioneering role, boldly innovating and making breakthroughs in all levels and fields of study. The Party Committee of the Department of Education and Training of Ho Chi Minh City has also frankly acknowledged the limitations. One of the reasons cited is that some Party committees, agencies and units have not been truly determined and drastic in organizing and implementing.

The Deputy Secretary of the Ho Chi Minh City Party Committee requested the Party Committee of the Department of Education and Training to continue clarifying the limitations to propose solutions to overcome them.

He informed that the National Assembly has just passed a Resolution on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City. The Resolution allows Ho Chi Minh City to decide on the scale and minimum total investment of PPP projects in the field of education and training.

Ho Chi Minh City also decides on principles, standards, conditions, procedures, income levels and other policies to recruit civil servants and public employees from excellent university graduates and highly qualified people...

Comrade Nguyen Thi Le suggested that the city's Department of Education and Training clearly identify its position, role, potential and strengths to research and advise the People's Committee and People's Council of Ho Chi Minh City to issue appropriate policies to promote the development of infrastructure and improve the quality of human resources.

Continue to transform education and training

Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thi Le requested the Party Committee of the Department of Education and Training to direct the implementation of 3/10 unachieved targets. Regarding the targets that the Party Committee proposed to adjust, she suggested a thorough review. Targets that are no longer suitable to reality should be eliminated but new targets should be considered for addition. Targets that affect the implementation of the Resolution of the Ho Chi Minh City Party Congress should be effectively implemented.

Comrade Nguyen Thi Le proposed to accelerate the implementation of the project "Training international-level human resources in 8 fields and encouraging universities to share in the period 2020-2035" and the project "Smart education and lifelong learning in the period 2020-2030".

The sector also needs to continue to focus on strongly transforming the education process from mainly equipping knowledge to comprehensively developing learners' capacity and qualities. In addition, it is necessary to build and implement a roadmap towards free tuition for high school students, first of all for primary and secondary school students.

Regarding the work of Party building and mobilizing the people, Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thi Le requested that the Party Committee of the Ho Chi Minh City Department of Education and Training must take care to build a truly clean and strong Party organization and promote the exemplary spirit of cadres and Party members, especially leaders.
