Ho Chi Minh City will contribute ideas to resolve the rights of people with land in the planning.

On the afternoon of October 22, Mr. Bui Xuan Cuong, Vice Chairman of the Ho Chi Minh City People's Committee, chaired a press conference to announce the decision related to the adjusted land price list in the area. At the press conference, Dan Tri reporters asked questions to city leaders and departments about the impact of the adjusted land price list on people whose land is subject to suspended planning.

Specifically, people with "suspended" planning land cannot separate plots or change land use purposes for a long time. If the adjusted land price list is applied, they may continue to suffer losses when paying land use fees which are much higher than before when the suspended planning is removed.

Responding to the above question, Mr. Nguyen Toan Thang, Director of the Department of Natural Resources and Environment (DONRE) of Ho Chi Minh City, said that when promulgating the 2024 Land Law, the Government also developed a decree on exemption and reduction of land rent and land use fees. Regarding this content, the provinces will base on practice to make appropriate comments and proposals, including taking into account the settlement of benefits for people with land in the planning area.

"Regarding this decree, the city will definitely give comments so that people do not have to suffer too much difference, in order to resolve legitimate needs and interests," the Director of the Department of Natural Resources and Environment of Ho Chi Minh City affirmed.

The leader of the Department of Natural Resources and Environment of Ho Chi Minh City also stated that local planning can be implemented slowly but must be feasible. Local planning is aimed at serving socio-economic development and the community and people.

"In the process of drafting a decree on exemption and reduction of land rent and land use fees, the Government will send an official dispatch for localities to give comments based on the actual situation. Up to now, Ho Chi Minh City has not received this content, so it is not possible to visualize the draft decree to give specific comments at this time," said the Director of the Ho Chi Minh City Department of Natural Resources and Environment.

At the press conference, Mr. Bui Xuan Cuong said that in the past 3 months, Ho Chi Minh City has built and issued the adjusted land price list on the basis of carefulness, thoroughness, listening to and accepting the opinions of all parties. The general spirit of adjusting the land price list is to be consistent with reality, minimizing the impact on the legitimate and legal rights and interests of people and businesses.

On the same morning, the Ho Chi Minh City People's Committee issued a decision to amend and supplement Decision No. 02 of the City People's Committee regulating the land price list in the area. The adjusted land price list of Ho Chi Minh City will be applied from October 31 to December 31, 2025.

For residential land, the highest land price on Nguyen Hue, Le Loi, and Dong Khoi streets in District 1 is up to 687.2 million VND/m2, 4 times higher than the previous price list (162 million VND/m2), but has decreased compared to the previous draft land price list of 810 million VND/m2.

The price of some neighboring routes such as: Dong Du is 409 million VND/m2, Hai Ba Trung route (depending on the section) is 350-450 million VND/m2, Ton Duc Thang street (section from Me Linh Square to Nguyen Tat Thanh bridge) is 447 million VND/m2.

In District 3, the entire Nam Ky Khoi Nghia, Hai Ba Trung, Nguyen Thi Minh Khai, and Cong Truong Quoc Te streets are expected to have the highest new land prices at 305-340 million VND/m2.

One of the issues that has received public attention recently is the excessive increase in land prices in suburban areas and outlying districts in the previous draft of the adjusted land price list. In the latest draft, land prices in these areas have decreased significantly.
