Ho Chi Minh City makes documents for 376 children in special circumstances

(Dan Tri) - Many children when adopted by support facilities do not have any documents, so it is very difficult to make identification papers for them.

On October 26, the Ho Chi Minh City People's Council's Social and Cultural Committee, together with the Association for the Protection of Children's Rights, the Department of Labor - Invalids and Social Affairs, the Police, the Department of Justice, the Civil Servants' Union and Save the Children International, organized a "Meeting program, combining care for groups of children and adolescents in special circumstances who are reviewed and considered for settlement of birth certificates, identification codes, residence registration, and citizen identification cards in Ho Chi Minh City".

This is an outstanding social security program of Ho Chi Minh City, with the cooperation of many departments and agencies to remove difficulties and obstacles in issuing birth certificates, identification codes, residence registration and citizen identification cards for children and adolescents (16-18 years old) with special circumstances in children's support facilities and charity classes.

According to Mr. Cao Thanh Binh, Head of the Culture and Society Committee of the Ho Chi Minh City People's Council, after reviewing the list at social protection facilities and charity classes, the whole city has 575 cases of children and adolescents without identification papers; of which 445 cases are actually residing in the area.

These children all have special circumstances, do not have identification papers, and lack the necessary documents to make identification papers, so each case must be verified and coordinated with many functional agencies to implement.

Among them are students in junior high school and high school. They need to make personal documents urgently to prepare for university, vocational schools and the labor market...

After one year of implementation, the city authorities have verified and issued birth certificates for 376 cases (out of a total of 445 cases). Of these, 368 children have been granted residency, permanent residence registration for 202/368 children, and ID cards for 161/368 children...

However, there are still 10 districts that have not completed this work with 69/445 cases not yet issued birth certificates. The authorities will continue to coordinate and verify the origin to issue identification papers to all children.

Mr. Cao Thanh Binh said: "The above results are the efforts of the coordinating units, especially the Police Department for Administrative Management of Social Order (PC06), City Police. They spent the weekends going to schools and centers to review, consider and resolve each case, and issue documents to the children."

Lieutenant Colonel Nguyen Thi Hong Chau, Team Leader of Team 2, PC06, Ho Chi Minh City Police, said: "After checking, there are many cases where children are adopted by shelters and social protection facilities with only a message, their identification papers are lost, and there are also children who do not have any papers at all."

Therefore, members of the units participating in the program must spend time outside of working hours to verify each case and complete legal documents before being able to issue identification papers to the children.

In addition to supporting the children with identification documents, the units participating in the program also mobilized support for 10 child support facilities with many devices to better care for and nurture the children, such as: TVs, study tables, hot and cold water filters, fans, computers, etc.

At this meeting, the program also mobilized to give gifts to all children, each gift worth 750,000 VND, including school supplies and milk.
