Ho Chi Minh City proposes to exempt tuition fees for students at all levels

The Department of Education and Training of Ho Chi Minh City is seeking opinions on a draft resolution on specific policies to support tuition fees for preschool children, public and non-public high school students, and continuing education students (high school level) in Ho Chi Minh City from the 2025-2026 school year. If approved, Ho Chi Minh City will be the first locality to exempt tuition fees for students at all levels.

Develop specific policies to support tuition fees at all levels

On December 16, the Department of Education and Training of Ho Chi Minh City sought opinions on a draft resolution on specific policies to support tuition fees for preschool children, public and non-public high school students, and continuing education students (high school level) in Ho Chi Minh City from the 2025-2026 school year.

Accordingly, the draft builds a specific policy to support tuition fees for preschool children, public and non-public high school students and continuing education students (high school level) in Ho Chi Minh City from the 2025-2026 school year (excluding students studying at foreign-invested educational institutions).

Group 1 includes students studying at schools in Thu Duc City and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan. Group 2 includes students studying at schools in Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio districts.

The tuition support level is applied to public preschool and high school education institutions that have not yet covered their regular expenses according to Resolution No. 12/2024/NQ-HDND (dated July 16, 2024) of the Ho Chi Minh City People's Council on tuition fees for public preschool and general education from the 2024-2025 school year and subsequent school years in Ho Chi Minh City.

The total estimated budget for implementing the policy for the 2025-2026 school year is 653 billion VND (of which public is 423 billion VND, non-public is 230 billion VND).

If approved, Ho Chi Minh City will be the first locality to exempt tuition fees for students at all levels.

Explaining the draft resolution on specific policies to support tuition fees for preschool children, public and non-public high school students and continuing education students (high school level) in Ho Chi Minh City from the 2025-2026 school year, a representative of the Ho Chi Minh City Department of Education and Training said that from the 2025-2026 school year, primary school students in public schools, 5-year-old preschool children and secondary school students will be exempted from tuition fees.

Thus, the city only has preschool children under 5 years old and high school students who have to pay tuition fees according to regulations.

Therefore, the proposed tuition support policy aims to continue to inherit the tuition support policies that the city has implemented in recent school years and received support and consensus from society.

If issued, the policy will be a meaningful gift, creating a mark to celebrate the 50th Anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025), demonstrating the city's investment in education.

If approved, Ho Chi Minh City will be the first locality to exempt tuition fees for students at all levels, making a strong impression and creating a ripple effect to attract human resources from all over the country to reside and work in the city, thereby creating resources for economic and social development.

The policy development also aims to fulfill the tasks after Ho Chi Minh City joined the UNESCO Global Learning Cities Network, and effectively implement the Ho Chi Minh City Education Development Strategy from now until 2030, with a vision to 2045.
