Speaking at the Conference, Mr. Nguyen Tuong Van - Deputy Minister of Construction requested the People's Committee of Ho Chi Minh City and the People's Committee of Thu Duc City to coordinate with departments and branches of Ho Chi Minh City and ministries and branches of the Central Government to urgently develop a plan to implement the planning and review and adjust the zoning plans and investment projects, ensuring consistency in the planning.
At the same time, Thu Duc City will soon develop and promulgate an urban development program and architectural management regulations, as a basis for focusing on investment and construction to improve the quality of urban infrastructure and the lives of local people.
In addition, strictly manage investment and development in accordance with the functional indicators of land use planning, requirements on landscape architecture according to the planning project, ensure the synchronous construction of technical infrastructure, social infrastructure, as well as strictly manage construction order during the planning implementation process.
Deputy Minister Nguyen Tuong Van also emphasized that investment and development factors must be sustainable, focusing on environmental protection, climate change adaptation, ensuring national defense and security, and using land economically and effectively...
In addition, Mr. Van also said that Thu Duc City is the first pilot city model belonging to the Central City, with a population size and State budget revenue equivalent to, or even larger than, other provinces and cities in the country. Along with that, the current urban government model has 2 levels, equivalent to the district level, so managing urban development according to planning is a big challenge for the Thu Duc City government.
The Deputy Minister of Construction also hopes and believes that with the direction of the Ho Chi Minh City Party Committee, Thu Duc City will overcome all difficulties, well implement the master plan, aiming to become a new growth pole, a creative, highly interactive urban area, the nucleus to promote the socio-economy of Ho Chi Minh City, actively contributing to the development of the Southeast region and the whole country.
Also at the Conference, Mr. Phan Van Mai - Chairman of the Ho Chi Minh City People's Committee said that the approved Thu Duc City Master Plan until 2040 is very important to concretize the Ho Chi Minh City Master Plan for the period 2021-2030, with a vision to 2050, which was announced earlier this year. This is an opportunity to maximize the implementation of specific mechanisms of Ho Chi Minh City according to Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
According to the Chairman of the Ho Chi Minh City People's Committee, the new planning opens up strong development opportunities for Thu Duc City to affirm its position as a creative, highly interactive urban area, a new growth pole of the city. Thereby contributing to building Ho Chi Minh City into an economic, cultural, scientific, technological, and innovative center of the whole country, firmly and strongly entering a new era with the whole country - the era of national growth.
Mr. Mai also suggested that Thu Duc City widely publicize the project to each locality, each neighborhood, each household in many forms to propagate to the business community and people about the development orientation of Thu Duc City.
It is especially important to note that the propaganda content must be specific, easy to understand, and complete, in order to be implemented correctly, thereby creating high consensus among the people to implement the planning effectively and quickly.
In addition, Thu Duc City must also coordinate with departments and branches of Ho Chi Minh City to develop detailed plans, organize implementation according to approved plans, deploy procedures, including organizing surveys to implement the actual status of 9 sub-zones and having a plan to work with each locality in the regions to direct the development plan for each stage.
The leaders of the Ho Chi Minh City People's Committee also requested the Thu Duc City People's Committee to urgently complete the planning of the subdivisions by September at the latest.
At the same time, the leaders of Thu Duc City are required to strengthen links and cooperation in development with neighboring areas, not only with districts and friendly units of Binh Duong, Dong Nai, Ba Ria - Vung Tau in order to promote the strengths and advantages of each locality to create a common development momentum.
In addition, Ho Chi Minh City will also invest in developing high-quality human resources, focusing on effective exploitation to serve the common development goals of Thu Duc City and Ho Chi Minh City as well as strongly reform, improve the quality and efficiency of administrative activities, serving people and businesses.
The Chairman of the Ho Chi Minh City People's Committee said that with the new planning, Thu Duc City space is divided into 9 sub-regions corresponding to 11 key development areas associated with cultural and historical values and potential advantages to serve as a basis for Thu Duc City to introduce to domestic and foreign investors to invest in Thu Duc City according to the fields of each sub-region.
In the coming time, Mr. Mai also requested Thu Duc City to focus resources on calling for investment, first completing Thu Thiem area associated with the international financial center, Truong Tho area in coordination with the National University to complete investment in the university urban area and expand phase 2 of the High-Tech Park before 2030.
Ho Chi Minh City also calls on domestic and foreign investors to boldly invest in Thu Duc City and Ho Chi Minh City. During the working process, Ho Chi Minh City always respectfully listens to the opinions of investors, so that the implementation of the planning achieves the best results.
Also at the Conference, Mr. Hoang Tung - Deputy Secretary of the City Party Committee, Chairman of Thu Duc City People's Committee said that today's Conference is an important milestone of Thu Duc City after 5 years of development, and is also a clear demonstration of the cooperation between authorities at all levels and the business community and investors.
At the same time, the Conference also introduced and promoted the potentials and advantages and provided an overall investment picture of 535 projects in the area, with a total capital of over 800,000 billion VND.
These include investment projects by auction of land use rights, projects by bidding to select investors, projects in the form of public-private partnership (PPP), investment projects by other methods according to the Investment Law and investment projects using public investment capital.
Also at the Conference, Thu Duc City People's Committee also granted investment approval decisions for 12 housing development projects with a total registered capital of more than 33,000 billion VND in the area.
