Ho Chi Minh City has only 16 specialized agencies left.

On the afternoon of February 20, at the 21st session (special session) of the 10th Ho Chi Minh City People's Council, term 2021 - 2026, delegates voted to approve the plan to rearrange the apparatus of the city government.

Accordingly, Ho Chi Minh City People's Committee restructured to 16 specialized agencies (instead of 21 agencies as before).

Including: Office of People's Committee, Inspectorate, Department of Tourism, Department of Food Safety, Department of Finance, Department of Home Affairs, Department of Traffic and Public Works, Department of Science and Technology, Department of Culture and Sports, Department of Ethnic Minorities and Religions, Department of Natural Resources and Environment, Department of Health, Department of Education and Training, Department of Justice, Department of Industry and Trade.

The functions, tasks, and apparatus of these units are arranged as follows: The Department of Justice transfers the City Police to perform a number of state management tasks on criminal records and provide public services to issue criminal records, streamlining and reducing internal organizational units.

The Department of Culture and Sports was reorganized on the basis of taking over the state management function of press and publishing from the Department of Information and Communications.

The Department of Finance was reorganized on the basis of merging the Department of Planning and Investment and receiving the City Enterprise Management Innovation Board.

The Department of Construction was reorganized on the basis of merging with the Department of Planning and Architecture.

The Department of Public Works and Transport was established on the basis of reorganizing the Department of Transport and receiving the Standing Office of the Traffic Safety Committee, a number of functions and tasks of state management of infrastructure from the Department of Construction.

The Department of Natural Resources and Environment was reorganized on the basis of merging with the Department of Agriculture and Rural Development.

The Department of Home Affairs was reorganized on the basis of merging with the Department of Labor, War Invalids and Social Affairs, taking over the functions and tasks of state management of labor, wages, employment; meritorious people; occupational safety and hygiene; social insurance; and gender equality from the Department of Labor, War Invalids and Social Affairs.

The Department of Labor, War Invalids and Social Affairs transferred the City Police to perform a number of state management tasks on drug addiction treatment and post-treatment management.

The Department of Health is reorganized on the basis of receiving the state management of social protection, children, prevention and control of social evils; Management and use of the Children's Protection Fund from the Department of Labor - Invalids and Social Affairs.

The Department of Education and Training was reorganized on the basis of taking over the state management of vocational education from the Department of Labor, War Invalids and Social Affairs.

The Department of Industry and Trade was reorganized on the basis of receiving the City Market Management Department from the Ministry of Industry and Trade and the Center for Consulting and Supporting the Transformation of Agricultural Economic Structure from the Department of Agriculture and Rural Development.

The Department of Ethnic Minorities and Religions was established on the basis of merging the Religious Affairs Committee of the Department of Home Affairs into the Ethnic Minorities Committee. The Department of Food Safety continues to maintain the pilot according to Resolution 98/2023, streamlining and reducing internal organizational units. The Department of Tourism and the City Inspectorate streamline and reduce internal organizational units.
