Ho Chi Minh City requires not to issue driving licenses to drug addicts

The Ho Chi Minh City People's Committee has just assigned the departments (Transportation, Health , Home Affairs, Labor, Invalids and Social Affairs), the Ho Chi Minh City Police and the People's Committees of districts to implement measures to strengthen management, prevent and combat negativity and improve the quality of training, testing and granting of road motor vehicle driving licenses in the area.

In particular, the Department of Health presides over and coordinates with the Department of Transport to direct medical facilities to conduct health examinations for drivers with a strict control mechanism, not allowing the issuance of driving licenses to drug addicts or people who lack capacity, behavior, or health.

The Department of Home Affairs and the Department of Transport coordinate closely, urgently review and prioritize the arrangement of additional civil servants and personnel in specialized departments responsible for managing driver training and testing to ensure meeting local requirements.

Ho Chi Minh City requires tightening testing and granting of driving licenses for motor vehicle drivers

This direction of the Ho Chi Minh City People's Committee aims to specify Directive No. 05/2023 of the Ministry of Transport on the field of driving testing and licensing.

According to the 2008 Road Traffic Law, road motor vehicles include automobiles, tractors, trailers or semi-trailers pulled by automobiles and tractors, two-wheeled motorcycles, three-wheeled motorcycles, motorbikes (including electric motorbikes) and similar vehicles.

Health examinations for drivers are performed at medical facilities that have been granted a license to operate medical examination and treatment in accordance with the provisions of the Law on Medical Examination and Treatment and in compliance with Joint Circular No. 24/2015 of the Ministry of Health and the Ministry of Transport.

According to the Ho Chi Minh City Department of Health, as of March 19, there were 60 medical facilities in the area that announced they met the standards for driver health examinations.
