The Department of Planning and Architecture has just submitted a document to the Ho Chi Minh City People's Committee to approve the task of the international competition on planning and architectural ideas for the Binh Quoi - Thanh Da peninsula.

According to the report, the scope of the planning study includes about 427 hectares of Binh Quoi - Thanh Da peninsula, Ward 28 (Binh Thanh District) and the entire Saigon River section, some opposite areas in Truong Tho Ward (Thu Duc City). The total study area is up to 1,970 hectares.

The general requirement of the competition plan is to plan the construction of Binh Quoi - Thanh Da peninsula into an ecological, sustainable and modern urban area. The planning idea must be unique, optimally developed and most feasible, connecting the space on both sides of the Saigon River; improving the efficiency of land use in this area in accordance with the city's orientation.

The competition will be divided into 2 rounds. The preliminary round will be widely announced, inviting prestigious and experienced foreign and Vietnamese architectural planning and design consulting and design units to participate and submit their application. The preliminary round council will select 5 units with sufficient qualifications, capacity and experience to invite to participate in the next round of competition.

In the selection round (round 2), the units will participate in the kick-off conference, provide full details on the requirements of the design competition task and implement the design idea within 4-6 weeks, submitting the competition products according to the time required by the Organizing Committee.

When the results are available, the city will select important contents to include in the project to adjust the general planning of Ho Chi Minh City and approve the project to build the Binh Quoi - Thanh Da urban area and neighboring areas such as the Truong Tho urban area (Thu Duc City) and areas along the Saigon River.

Thanh Da Peninsula is about 6.5km away from the existing downtown area as the crow flies; it is the only area with a large vacant land fund capable of investing in urban development within a 10km radius of the existing downtown area.

This is a convenient place to connect with areas through important traffic routes such as Metro Line 1 along Hanoi Highway and Pham Van Dong Street connecting Tan Son Nhat Airport, National Highway 13 connecting to Binh Duong; 3 sides bordering the Saigon River, convenient for organizing all types of waterway transportation and river services.

Since 1992, Ho Chi Minh City has researched and called for investment in the new urban area of Binh Quoi - Thanh Da, but due to the large scale of the project, high total investment capital and complicated compensation and site clearance work, it has been delayed for many years without implementation.

According to the City Department of Planning and Architecture, the delay in project implementation has affected the lives and legitimate rights of thousands of households living in Binh Quoi - Thanh Da peninsula, affecting the management work in this area.

15 years of unfinished Thanh Da Peninsula Anti-Landslide Project Sections 2, 3, 4 with many large packages of Thanh Da Peninsula Anti-Landslide Project, Ho Chi Minh City still lie motionless. Here, there are wide open cracks, rusty piles, protruding from the water surface, creating traps for boats.
