On December 14, the Department of Education and Training of Ho Chi Minh City held a preliminary review of the examination and enrollment work for the 2023-2024 school year.
Shorten the 10th grade enrollment period
At the preliminary review of the examination work, the leader of the Department of Education and Training also said that, based on experience in the 10th grade admission work in the 2023-2024 school year, the Department proposed a number of solutions and goals to ensure maximum benefits for students studying at public schools while gradually reducing the rate of students who are admitted but do not apply to public schools.
Accordingly, the Department of Education and Training will compile and analyze in detail all data on admission to grade 10 in the last 3 years of the entire city by district, county, and secondary school, combined with data on home addresses and distances from home to school of students through 2 years of piloting the application of GIS maps to provide assessments on the registration of wishes and admission results of each secondary school. Based on the assessment, the Department of Education and Training will coordinate with the Departments of Education and Training to review the entire consultation and guidance process of a number of secondary schools with a high rate of successful candidates but not submitting applications.
In addition, the Department of Education and Training plans to change and supplement the competition assessment criteria for evaluating the results of admission to grade 10. Accordingly, the results must be based on the number of students applying to the school that is admitted, with the aim of avoiding the situation where some units chase after achievements and instruct students to register for schools far from home.
Based on the experience of the 10th grade entrance exam results in the 2023-2024 school year, Mr. Le Hoai Nam, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that the Department is developing plans to change the entire process of considering specialized and general wishes at public high schools. These plans are built on the basis of striving to ensure the achievement of goals such as: shortening the time to announce results; supporting students to increase their chances of being admitted to public schools according to their registered wishes. Gradually reducing the number of students who are admitted but do not submit their application for admission each year.
Latest information on grade 6 enrollment in Thu Duc City
Mr. Nguyen Thai Vinh Nguyen, Head of the Department of Education and Training of Thu Duc City (HCMC), provided new information about the 6th grade enrollment plan for the 2024-2025 school year.
Accordingly, the Department of Education and Training of Thu Duc City will develop a plan and propose to expand secondary schools to enroll 6th grade students using a competency test similar to the form of enrollment in 6th grade at Tran Dai Nghia High School for the Gifted.
Mr. Nguyen said that in the 2023-2024 school year, Thu Duc City has conducted the enrollment of grade 6 students at Tran Quoc Toan 1 Secondary School according to the process and exam questions for grade 6 students at Tran Dai Nghia High School for the Gifted.
However, by the 2024-2025 school year, in addition to expanding secondary schools that enroll students in this form, namely Hoa Lu and Binh Tho Secondary Schools, the Department of Education and Training of Thu Duc City will take the initiative in compiling the content of the survey.
The head of the Department of Education and Training of Thu Duc City said that the structure of the survey will be similar to the survey for Tran Dai Nghia High School for the Gifted. The Department of Education and Training will propose that the survey time of the 3 schools in Thu Duc City does not overlap with Tran Dai Nghia High School for the Gifted to best meet the needs, wishes and opportunities to participate in the admission to the school that students desire.

The 2023-2024 school year is the first year that Ho Chi Minh City will conduct 100% online enrollment from kindergarten to high school and pilot the application of GIS maps in zoning (students may not be allocated according to administrative boundaries but according to actual residential conditions to ensure the criteria of studying at the school closest to their residence) in Thu Duc City, District 8, and Tan Binh.
Mr. Nguyen Vo Dang Khoa, Deputy Head of Examination Department of Ho Chi Minh City Department of Education and Training, assessed that the implementation of online enrollment has simplified administrative procedures and paperwork, and especially minimized the need for people to travel multiple times between administrative agencies during the enrollment registration period. On average, from the beginning to the end of enrollment, a person will only travel to school once to submit their children's enrollment application.
The application of GIS mapping technology combined with the exploitation of student residence information data has supported the allocation of students to schools in the area, making it convenient for them to move around, receiving the consensus of the majority of parents. The work of reporting data is updated accurately and continuously in real time, supporting management levels to monitor and quickly handle problems and incidents that occur during the enrollment period. This creates a close connection between the people and the education sector, minimizing negative issues that may occur.
In addition, Mr. Khoa also frankly admitted that the propaganda and guidance work at educational institutions has not achieved the expected results. There are still a few people who do not understand the changes, regulations and registration time frames in the enrollment work.
The coordination between some Departments of Education and Training and the Department of Education and Training in preparing reports and statistics, especially in guiding, responding to, and handling incidents, is still slow and inconsistent, causing anxiety and confusion for some parents.

Also from the limited assessments and lessons learned after the first year of implementing innovation in primary school admissions with strong application of digital transformation, the leaders of the Department of Education and Training emphasized that there will be adjustments to make it more suitable and convenient.
