On November 3, the Ho Chi Minh City People's Committee issued a document directing the heads of departments, branches, Chairmen of People's Committees of districts, Thu Duc City, leaders of state-owned enterprises and special associations on controlling power and preventing corruption and negativity in personnel work.
Chairman of the Ho Chi Minh City People's Committee Phan Van Mai assigned heads of departments, branches and sectors; Chairmen of People's Committees of districts, towns and Thu Duc City; leaders of State-owned enterprises under the Ho Chi Minh City People's Committee; and associations with specific characteristics to urgently disseminate and seriously and fully implement the contents of Regulation No. 114 of the Politburo on controlling power and preventing and combating corruption and negativity in personnel work to all cadres, civil servants and public employees of agencies and units for information and implementation; concretize the contents of the Regulations suitable for each agency and unit according to the management hierarchy.

At the same time, the Chairman of the Ho Chi Minh City People's Committee requested to review "family members" who are holding positions that are not arranged according to regulations, including cadres under the management of the Standing Committee of the City Party Committee who are working in their localities, agencies and units. From there, arrange and assign them in accordance with regulations if any, and recommend competent authorities to arrange appropriate work.
Ho Chi Minh City People's Committee strictly prohibits taking advantage of the review to commit corrupt and negative acts in personnel work.
The content of the review report must be sent to the Ho Chi Minh City Department of Home Affairs before November 20 for synthesis, sent to the City Party Committee's Organizing Committee before November 30, and then reported to the Ho Chi Minh City Party Committee's Standing Committee.
The Chairman of the Ho Chi Minh City People's Committee also directed leaders when there is a notice of retirement, leave of absence pending retirement, job transfer or being considered for discipline, inspection, and examination when there are signs of violations, and to resolve denunciations.
Specifically, report and seek opinions from the Ho Chi Minh City People's Committee for consideration and decision before implementing the personnel work process for cases of heads of agencies and units under the government sector.
The Department of Home Affairs is assigned to preside over and coordinate with relevant agencies to advise the Ho Chi Minh City People's Committee to consider and decide before implementing the personnel work process for the above subjects.
In Regulation 114-QD/TW dated July 11 of the Politburo on controlling power and preventing corruption and negativity in personnel work, the Politburo requires that people with family relationships not be assigned to simultaneously head agencies in 13 sectors: Home Affairs, Inspection, Finance, Banking, Tax, Customs, Industry and Trade, Investment Planning, Natural Resources and Environment, Military, Police, Court, Procuracy at the Central level or at the same level in a locality.
According to Regulation 114, a person having a family relationship is a wife (husband); father, mother, person directly raising or father, mother, person directly raising a wife (husband); biological children, adopted children, daughters-in-law, sons-in-law; biological brothers and sisters; biological brothers and sisters of a wife (husband) as prescribed by law.
