Ho Chi Minh City must disburse more than 32,000 billion VND of 84 projects in 2 months

In November and December, Ho Chi Minh City will focus on disbursing 84 projects with a total amount of more than 32,000 billion VND. The time is too short while the amount of money and projects are very large, this will be a challenge for the units.

Mr. Pham Trung Kien, Deputy Director of the Department of Planning and Investment, said that as of October 25, the total disbursed investment capital from the State budget was VND 17,272.9 billion, reaching 21.8% of the capital plan for 2024. This figure is lower than the set target of 29% after 10 months.

Promoting disbursement of public investment capital is considered an urgent task of the city in the last months of the year.

To do this, the Department of Planning and Investment of Ho Chi Minh City has advised the People's Committee of Ho Chi Minh City to request agencies and units to immediately process documents within 1-3 days after receiving them; carry out many procedures at the same time to reduce time; handle cases of slow disbursement due to subjectivity, or intentional obstruction of disbursement; strengthen inspection and supervision of capital disbursement...

Meanwhile, Mr. Vo Trung Truc, Deputy Director of the Department of Natural Resources and Environment of Ho Chi Minh City, shared that in terms of disbursement of public investment capital in the field of site clearance compensation, in 2024, Ho Chi Minh City will have 176 projects.

After the implementation of the 2024 Land Law, a number of projects have increased their total investment, such as the Rach Xuyen Tam project, the North Bank of the Doi Canal project, etc.

Mr. Truc commented that the 2024 Land Law coming into effect has affected the disbursement of public investment capital in site clearance compensation. Many projects have had to temporarily suspend implementation to wait for specific regulations on this law and documents guiding its implementation. Up to now, most of the regulations applied under the 2024 Land Law have come into effect.

The unit is focusing on disbursing the remaining 84 projects with a total amount of more than 32,000 billion VND in the last two months of the year.

According to Mr. Truc, with the large amount of money and number of projects, the Department of Natural Resources and Environment of Ho Chi Minh City has closely coordinated with relevant units to ensure disbursement.

It is expected that in November 2024, 36 projects with a total amount of more than 7,700 billion VND will be disbursed; in December 2024, 48 projects with an amount of about 25,000 billion VND will be disbursed.

"If all goes well, by the end of the 2024 disbursement period, the city can disburse over 95%," said Mr. Truc.

Speaking at the meeting, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Dung commented that although the city's public investment disbursement work has a specific roadmap, the actual implementation still does not meet the plan.

Therefore, he requested the Department of Planning and Investment of Ho Chi Minh City to clarify projects and investors whose disbursement has not been achieved to find out the reasons, propose solutions, and make commitments to implement; at the same time, encourage units that have disbursed well.

In addition, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Dung said that the Chairman of the City People's Committee has issued a 60-day emulation plan to disburse public investment capital, and departments, branches, and districts need to resolutely focus on implementing and striving to complete public investment disbursement in 2024.
