Ho Chi Minh City studies building social housing for artists, athletes, and middle-income earners

The Office of the Ho Chi Minh City People's Committee has just announced the conclusion of Chairman of the City People's Committee Phan Van Mai at a thematic meeting on social housing.

The Chairman of the City People's Committee has directed departments, branches and units to strive to complete at least 26,200 social housing units by the end of 2025 and strive to complete 35,000 units according to the Ho Chi Minh City housing development program.

The Department of Construction is responsible for inviting investors to discuss issues related to social housing construction, determine a list of specific projects and the investors' commitment to implementing projects to ensure the plan.

Advise the City People's Committee to consider updating and adding the project to the Ho Chi Minh City housing development plan for the 2021-2025 period in accordance with regulations, to be submitted in March.

The Chairman of the City People's Committee assigned the Department of Planning and Architecture to coordinate with the Department of Construction to urgently review the 1/2000 scale zoning plan for 88 social housing projects.

Notably, in addition to the social housing projects being implemented, the Chairman of the City People's Committee assigned the Department of Construction to preside over and coordinate with relevant departments and branches to apply Resolution 98 to propose building social housing for people with average incomes (civil servants, public employees, armed forces, etc.), artists, and high-achieving athletes.

At the same time, research mechanisms and policies to facilitate state-owned enterprises to participate in investing in building social housing for these subjects, to be implemented before April 30.

The Department of Finance coordinated with the Department of Construction to work with the City Housing Development Fund to research and develop a project to restructure the fund's operations, in order to enhance capacity and operate effectively.

Applying Resolution 98 to build social housing

In the 2021-2025 period, Ho Chi Minh City aims to build 2.5 million square meters of social housing and worker accommodation, equivalent to about 35,000 apartments.

However, up to now, the city has only had two projects completed and put into use with 623 apartments and 7 projects under implementation with 4,996 apartments.

In 2023, the city will have only one social housing project licensed for construction with a scale of 242 apartments. In addition, there are 6 projects under construction with a total of more than 4,700 apartments, expected to be launched in 2024.

Thus, to achieve the planned target, from now until the end of 2025, the city must develop an additional 2 million square meters of floor space with 29,381 apartments, which is very difficult.

Ho Chi Minh City is actively removing and applying Resolution 98 to resolve problems and difficulties in the implementation of social housing projects.
