Ho Chi Minh City recruits excellent students to become teachers for the first time

Ho Chi Minh City's education sector is recruiting 43 civil servants from excellent pedagogical graduates with double the usual salary.

On October 25, Mr. Tong Phuoc Loc, Head of the Department of Personnel Organization, Ho Chi Minh City Department of Education and Training, said that this is the first time the Department has recruited according to Decree 140 of 2017 of the Government on attracting and creating a source of cadres from excellent students. Of the 43 officials to be recruited, 14 are teachers of various subjects, the rest are specialists and administrators.

Candidates in this category will be considered for recruitment instead of taking an exam. In addition to the salary according to the grade or level, they will receive an additional allowance equal to 100% of their salary for 5 years (about 8.5 million VND per month, not including additional income).

To apply, candidates must have graduated from a teacher training school with honors and be under 30 years old. In addition, during high school, candidates must have won third prize (individual) or higher in provincial competitions for excellent students, national science and technology competitions and Olympic competitions recognized by the Ministry of Education and Training; or consolation prize or higher in national competitions for excellent students, and certificates of merit in international competitions for excellent students.

Regarding the process, the HCM City Recruitment Council will review the academic results and interview the candidates about their professional qualifications and skills for 30 minutes. The successful candidates will have an interview score of 50/100 points or higher, in order from highest to lowest.

Mr. Loc said that the recruitment comes from the reality of the shortage of Music, Fine Arts, and Information Technology teachers and the need to create a source of teachers to participate in training and nurturing excellent students.

The assignment of successful candidates will be calculated by the Department to suit the needs of the receiving place, the conditions of the candidates, and how to help them develop their capacity in actual teaching.

Before the Department of Education and Training, many agencies in Ho Chi Minh City recruited according to Decree 140. However, in February, the Department of Home Affairs, the agency in charge of this, said that after 5 years, the city had not recruited anyone.

The reason is said to be that Decree 140 sets very high requirements for candidates. Meanwhile, excellent graduates and young scientists have many opportunities to receive scholarships at home and abroad or work in the private sector with higher incomes.

However, according to Mr. Loc, the education sector still hopes that this first recruitment method will attract pedagogical students with high qualifications, professional capacity, and good moral qualities.

Ho Chi Minh City is currently the locality with the most support policies for teachers in the country. In addition to salary, teachers receive additional income according to the resolution of the City People's Council, up to 1.8 times the salary according to the rank and position. Therefore, teachers in Ho Chi Minh City can earn from 6.8 to 22 million VND per month, while the average for teachers nationwide is 3.8 to 12.2 million VND.

This school year, the city needs to add more than 8,000 teachers but has only recruited more than 3,600. The difficult positions to recruit are Music, Fine Arts, Information Technology, and Technology teachers.
