In the education development strategy, Ho Chi Minh City clearly states the goal of building an advanced, modern, integrated education and training system, a high-quality education and training center for the country and the Asian region; ensuring harmony between development and education quality.
The city aims to build a learning society, encourage and create fair and favorable conditions for all people to learn throughout their lives; train human resources to meet the requirements of economic-cultural-social development and international integration, reaching the advanced level of the Asian region by 2030 and the world by 2045.
Specifically, by 2030, Ho Chi Minh City aims to ensure that 60% of kindergartens, 80% of primary schools, 70% of secondary schools and 50% of public high schools meet the requirements of national standards in terms of facilities and classrooms. Each district, Thu Duc City has at least 2 schools at each level of kindergarten, primary school, secondary school and high school implementing the high-quality program of advanced schools, international integration. In addition, Ho Chi Minh City has at least 10 high schools and specialized high schools with modern facilities, teaching quality meeting the criteria of high-quality schools, advanced schools, international integration; 100% of schools strive to build according to the smart school model. The city aims to build 4 new high-quality multi-level general schools in Thu Duc City , Binh Chanh District and Cu Chi District, ensuring a minimum area of 5 hectares/school.
In addition, the city has 80% of high school students who are fluent in communication and access to learning in a foreign language (equivalent to level 3 of the foreign language competency framework); 100% of high school graduates have basic information technology application skills, 50% of students have international standard information technology skills. 100% of high school students know how to play at least 1 art subject, musical instrument and practice at least 1 sport.
At the same time, Ho Chi Minh City builds a policy to attract talent, attract a team of skilled and professional workers to work in public service units; build a team of professional, clean, dedicated, dynamic, creative cadres, civil servants, and public employees with innovative thinking and strategic vision.
The Ho Chi Minh City People's Committee assigned the Department of Education and Training to preside over and coordinate with relevant departments and branches, the People's Committees of districts, and Thu Duc City to implement the City's Education Development Strategy for the period 2022-2030. Coordinate with relevant departments and branches, districts, and Thu Duc City to develop a network plan for high schools, junior high schools, primary schools, kindergartens, and centers to support the development of inclusive education. Focus on researching and innovating the recruitment of teachers at all levels, building mechanisms, and having policies to recruit teachers for some specific subjects that are difficult to recruit in a timely manner, serving teaching at all levels. Research and advise on merging vocational secondary schools into colleges; reduce focal points and substandard schools, and form multi-level general schools.
