Ho Chi Minh City directs to provide documents of green tree projects to the Ministry of Public Security

Accordingly, the Office of the Ho Chi Minh City People's Committee issued a document, conveying the direction of Vice Chairman of the City People's Committee Bui Xuan Cuong on providing records, evidence, and documents related to tree planting and care/urban beautification projects in the area from 2019 to the end of 2023 to the Investigation Security Agency (Ministry of Public Security).

The Department of Construction of Ho Chi Minh City is assigned to preside over and coordinate with relevant departments and units to urgently review and implement in accordance with the requirements of the Security Investigation Agency. At the same time, advise, propose and draft documents of the City People's Committee to send to the Security Investigation Agency (Ministry of Public Security) for submission before May 25, 2024.

Previously, on April 22, the Security Investigation Agency (Ministry of Public Security) sent a document to the People's Committee of Ho Chi Minh City requesting agencies to provide evidence, objects, and documents.

Accordingly, the Security Investigation Agency is investigating and verifying the case with signs of law violations by Cong Minh Green Tree Company Limited and related individuals and organizations during the construction of the project of planting, caring for green trees/urban beautification in the provinces and cities, including Ho Chi Minh City.

To serve the investigation, the Security Investigation Agency requests the Ho Chi Minh City People's Committee to review and provide information and documents related to the contents and legal basis for the City People's Committee to allocate state budget and implement projects; Project implementation process from requesting policy, approving funding at all levels to selecting contractors; contract signing process and implementation organization, acceptance and payment settlement;...

In addition, the Ministry of Public Security also requested to provide all bidding documents for tree planting and care projects. List of units and individuals under the City People's Committee and District People's Committees related to project implementation (from budget approval to project settlement/payment).

Regarding the state management of trees in the city, the Ho Chi Minh City Inspectorate recently issued an inspection conclusion (No. 30/TB-TTTP-P6) dated March 1, 2024 on compliance with legal regulations in production and business activities, capital and asset management and use at Ho Chi Minh City Green Parks and Trees One Member Co., Ltd., during the inspection period of 2021-2022.

According to the inspection conclusion, Green Park Company's debt reconciliation was not timely and not complete as prescribed, the debt incurred was more than 1.9 billion VND, of which short-term receivables from customers were more than 1.8 billion.

In addition, Green Park Company did not set aside a reserve fund for bad debts, which is not in accordance with regulations. In particular, the receivable debt of Thanh An 117 LLC is VND 648 million (this debt is overdue for more than 6 years).
