Ho Chi Minh City rectifies revenue and expenditure at the beginning of the school year, proposes strict handling of violating principals

On September 29, Mr. Le Hoai Nam, Deputy Director of the Department of Education and Training of Ho Chi Minh City, signed a document to send to educational institutions in the area on adjusting revenue and expenditure at the beginning of the school year; mobilizing funding for education and operating expenses of the parent-teacher association during the school year.

The Department requested the Department of Education and Training of districts, towns and Thu Duc City to advise the People's Committees of districts, towns and Thu Duc City to direct relevant departments and offices to coordinate in inspecting, supervising, and establishing inspection teams for the revenue and expenditure situation at the beginning of the school year at affiliated educational institutions according to decentralization, promptly correcting the situation of over-collection or collection of illegal fees.

At the same time, there will be strict sanctions against principals of educational institutions who collect and spend money in violation of regulations.

Regarding fundraising, receiving, managing and using aid, sponsorship and gifts at educational institutions, the Department requires implementation in accordance with the provisions of Circular 16/2018 of the Ministry of Education and Training and Official Dispatch 1427/2019 of the Ho Chi Minh City People's Committee on instructions for implementing Circular 16.

The mobilization plan must be approved by the Ho Chi Minh City Department of Education and Training or the Department of Education and Training according to the management hierarchy before implementation, on a voluntary basis, without imposition.

Parents Association Fund

The Department strictly prohibits the use of the name of the parents' representative board to collect fees other than those specified in Circular 55 of 2011 of the Ministry of Education and Training.

Accordingly, the operating budget of the parents' representative board is managed and used by the representative board and only serves the direct activities of the representative board.

Do not use funds from the parent-teacher association for the following purposes: Protecting school facilities, ensuring school security, supervising students' vehicles, cleaning classrooms, cleaning the school, rewarding school administrators, teachers, and staff, purchasing machinery, equipment, and teaching aids for schools, classrooms, or for school administrators, teachers, and staff; supporting management, organizing teaching and learning activities, repairing, upgrading, and constructing school facilities.

The Principal agrees with the Head of the Parents' Representative Board to decide on the plan for using the Board's funds; only use after the entire Parents' Representative Board has agreed (excluding sponsorship funds).

Revenues under Resolution 04

All names of service revenues serving and supporting educational activities (excluding tuition fees) must ensure the correct names of the 26 revenue items belonging to 4 groups according to the classification of the appendix attached to Resolution 04.

All revenue levels for support services and educational activities (excluding tuition fees) must ensure that they do not exceed the maximum revenue according to regulations, in each group according to local classification, and do not increase by more than 15% compared to the revenue levels implemented in the 2022-2023 school year.

Based on the content and collection levels prescribed by decentralization, public educational institutions, based on the actual situation, material conditions and needs of parents, develop a revenue and expenditure estimate for each collection content, as a basis for calculating specific collection levels, suitable for each unit in the 2023-2024 school year.

When making the budget, base the content on the professional instructions of the education sector on implementing 2-session/day teaching programs, extracurricular programs and other content according to regulations.

The Department of Education and Training of Ho Chi Minh City requested the Department of Education and Training of districts and Thu Duc City to coordinate with the Department of Finance and Planning to advise on issuing guidelines on revenue and expenditure for educational institutions according to management decentralization.

Educational institutions under districts, towns, and Thu Duc City are only allowed to collect fees after receiving official instructions from the management level on instructions for collecting and using tuition fees and other fees for the 2023-2024 school year for public educational and training institutions in the area according to decentralization.

Non-public educational institutions shall comply with the guidance in Official Dispatch 4540 of 2023 of the Department of Education and Training on tuition collection, service prices and price declaration for non-public educational institutions in the 2023-2024 school year.

Previously, some newspapers reported on the revenue and expenditure at the beginning of the 2023-2024 school year at some schools in the area, causing negative public opinion.

Therefore, the Department of Education and Training of Ho Chi Minh City requests units to strictly implement the regulations, paying attention to the revenue and expenditure at the beginning of the school year; mobilizing funding for education and operating expenses of the parent representative committee for the 2023-2024 school year.
