Specifically, according to the Department of Finance, by 11:00 a.m. on February 21, 1,127/1,227 units submitted reports on the general inventory of public assets and infrastructure assets invested and managed by the State in the area.
In particular, all units under the People's Committee of Hai Duong City (116/116 units), Chi Linh (82/82 units), Binh Giang (68/68 units) have completed submitting reports.
There are 100 units that have not yet submitted reports to the system, including 29 units belonging to the department and branch group, and 71 units belonging to the district-level People's Committee.
In which, in terms of the completion rate of submitting reports, Cam Giang District People's Committee is the unit with the highest rate of submitting reports at 98.7%, only 1/76 units have not submitted reports. Kinh Mon Town People's Committee and Thanh Mien District People's Committee both achieved a completion rate of 96.1%, respectively 4/102 units and 3/76 units have not submitted reports. Thanh Ha District People's Committee has the lowest completion rate of submitting reports at 73.2%, 22/82 units have not submitted reports.
Of the total 29 units in the group of departments and branches that have not yet submitted a general inventory report, the Department of Education and Training has 11 units and the Department of Natural Resources and Environment has 3 units.

Previously, on February 11, the Provincial People's Committee sent a document to relevant departments, branches, localities, enterprises and units regarding the implementation of a general inventory of public assets and infrastructure assets invested and managed by the State in the province. Accordingly, the task was assigned to carry out a general inventory of assets to ensure sufficient quantity and within the prescribed time.
On February 18, the Department of Finance sent a document to the Finance and Planning Departments of localities. Accordingly, it stated a number of issues arising during the inventory process. Some units have not yet conducted an inventory and compared assets between accounting books and reality, leading to the phenomenon that the number of assets in the accounting books is many times greater than the reality.
The reason is that some houses, gates, yards, and fences have been built for a long time. When the construction is upgraded, expanded, renovated, or repaired, the importing units increase their assets, so the number of assets increases with each upgrade, expansion, renovation, or repair.
Fixed assets and infrastructure assets are still aggregated according to the old form, leading to data not being entered into the General Inventory software, causing errors. Inventorying assets according to investment project packages for construction, procurement, renovation, and repair, without separating each type of asset for accounting, leading to management and accounting for asset depreciation not being in accordance with regulations...
According to the leaders of the Department of Finance, to improve the efficiency of reporting on the general inventory of assets, units need to check and review data before entering data into the general inventory software, avoiding the situation of having to edit and return records on the system, which prolongs the time to complete the report submission.
The time for conducting the inventory is as follows: The time for closing the inventory data is at 0:00 on January 1, 2025. The time for organizing the inventory is from January 1 to February 28, 2025. Strive to complete the general inventory in the province by the end of the first quarter of 2025. Summarize and report to the Ministry of Finance the results of the general inventory in Hai Duong province before May 31, 2025.
