The first incident occurred at around 7:30 a.m. on July 22. At that time, the Urban Management Order Team (QLDT) of Ward 2 People's Committee was deployed to arrange the order of trading on Pham Van Ky Street. After that, Mr. LVA (a civil servant of land and construction in Ward 2) assigned members of the QLDT Order Team to closely monitor the area, reminding traders and traffic participants to stop parking on the roadway and comply with regulations. Suddenly, TTK (27 years old, residing in Ward 9, Ca Mau City) came from afar and used his helmet to hit Mr. LVA on the head. When people tried to stop him, K. left.

Immediately afterwards, the incident was reported to Ward 2 Police and this unit sent people to the scene to invite K. to the headquarters to clarify and remind him not to repeat the offense. According to the People's Committee of Ca Mau City, K. often buys and sells on the street, and despite being reminded many times, he still deliberately disobeys the regulations.

The second scuffle occurred at around 7:20 a.m. on July 25 (the clip was circulated on social media). At that time, the Urban Order Team under the People's Committee of Ward 2 continued to organize the order of buying and selling on Pham Van Ky Street. When approaching the M. coffee shop, seeing some small traders selling on the street, the task force collected the goods (a basket of duck eggs) and put them on the ward's urban order vehicle.

However, NTA (27 years old, residing in Ward 5, Ca Mau City) did not agree and argued with the task force, then went to the car to get back the basket of duck eggs. Being prevented, NTA used the basket to hit Mr. LVA, leading to a scuffle between the two sides. At this time, NLA (30 years old, residing in Ward 5) and NTL (43 years old, residing in An Xuyen Commune, Ca Mau City) also joined in the scuffle and used their hats to hit Mr. LVA on the back.

After being stopped by the task force and surrounding people, Ward 2 Police invited the relevant parties to the headquarters for clarification.

Currently, the People's Committee of Ca Mau City has directed the City Police to consolidate the records and handle the case in accordance with the law.

As Thanh Nien reported, on the morning of July 25, Facebook account NMT posted a clip longer than 4 minutes, recording a scuffle between a merchant and the traffic police.

After the clip appeared, a leader of the People's Committee of Ca Mau City confirmed that there was a scuffle between a merchant and the traffic police on Pham Van Ky Street, Ward 2, Ca Mau City.
