Responding to reporters' questions regarding the re-questioning of the fulfillment of promises made by ministers and heads of sectors after questioning according to the provisions of law, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong stated: At the sixth and tenth sessions of each term, the National Assembly will supervise the fulfillment of promises made by ministers, as well as the results of general supervision activities, including thematic supervision, questioning and answering questions.

At the end of the questioning sessions, the National Assembly always issues resolutions, which specify and quantify the tasks that need to be done, creating a basis for National Assembly deputies, National Assembly delegations and National Assembly agencies to monitor.

The Secretary General of the National Assembly stated that at the upcoming 6th Session, there will be re-supervision activities, an overall assessment, and results, shortcomings, and limitations.

At the same time, at the next session, there will be no topic or questioner selected, but there will be an overview report so that the agencies, as prescribed, will report to the National Assembly on the contents of thematic supervision, questioning and answering questions, resolving voters' opinions and recommendations, supervising the promulgation of legal documents; at the same time, answering questions from National Assembly deputies.

According to Secretary General of the National Assembly Bui Van Cuong, the National Assembly Office has consulted and issued a resolution on supervision based on that. Thus, not only has supervision been applied since the beginning of the term, but it has also been applied to supervision and questioning since the beginning of the 14th term.

Affirming that re-supervision will ensure the implementation of commitments and promises that are strict and soon put into practice, meeting the expectations of voters and people nationwide, Secretary General of the National Assembly Bui Van Cuong also informed that a plan for this implementation has been issued. At the same time, the Government, the People's Court, the Supreme People's Procuracy , and the State Audit will have a report. The Ethnic Council and the National Assembly's committees, based on their tasks and functions, will also report to the Secretary General of the National Assembly to synthesize into a general report.

Overcoming the situation of officials avoiding responsibility

Also at the press conference, regarding the question about the reality that a number of officials are avoiding responsibility, afraid of making mistakes, and not daring to do anything, full-time member of the National Assembly's Committee on National Defense and Security, National Assembly delegate Trinh Xuan An said that this is the first time that a document of the National Assembly has recorded this situation.

According to delegate Trinh Xuan An, the Resolution of the 5th Session of the National Assembly clearly stated the need to directly and directly identify this situation, without avoiding it.

Referring to solutions to overcome the above situation, Member of the National Assembly's Committee on National Defense and Security Trinh Xuan An said that in management, it is necessary to have an "iron hand" and uphold discipline and order in work.

“Those who do well will be rewarded, those who do not do well must have appropriate disciplinary measures to correct their working spirit and attitude; fair rewards and punishments will motivate officials. Whether in state administration or business administration, efficiency is the highest goal,” delegate Trinh Xuan An emphasized and suggested that it is necessary to set work standards so that those who do well and those who do not do well can be clearly seen, and at the same time, timely rewards and appropriate disciplinary measures must be taken.

Speaking more about the above evasion, Secretary General of the National Assembly Bui Van Cuong also affirmed that the Resolution of the Fifth Session has proposed a group of quite strong solutions for this problem and also required strengthening inspection, examination, decentralization, and delegation of power... to contribute to limiting the situation of shirking and evasion of responsibility by officials and civil servants.

The vote of confidence will ensure transparency.

Regarding the Resolution on taking a vote of confidence, voting for confidence in people holding positions elected or approved by the National Assembly or People's Council (amended) passed this afternoon (June 24), through previous discussions with the press, some delegates expressed concerns about how to have complete information about the person being voted on, thereby making a close, correct, complete, and accurate assessment of the subject of the vote of confidence, avoiding emotional opinions.

Responding to this content at the press conference, Secretary General of the National Assembly Bui Van Cuong said that Article 10 of the Resolution clearly stated the procedures, time requirements and content that the person receiving the vote of confidence must send to the delegates and People's Council delegates before the National Assembly and People's Council sessions.

“The person who is voted for must submit a report on the results of his/her work and declare his/her assets for the delegates to study before voting. The provision of information is required to be very detailed and transparent,” said National Assembly Secretary General Bui Van Cuong.
