In his nightly video address on November 3, Ukrainian President Volodymyr Zelensky said Colonel Serhiy Lupanchuk would now command the special forces, describing him as "an experienced officer, combat officer and a suitable commander," according to Reuters.
President Zelensky added that Mr. Lupanchuk's predecessor, Major General Viktor Horenko, who has commanded special forces since July 2022, "will continue to carry out special tasks" in the Main Intelligence Directorate of the Ukrainian Defense Ministry.
Mr Zelensky did not provide further explanation for the new personnel change. Mr Horenko said in an interview that he had not been informed of anything. "I myself do not know the reason. I learned about it from the media," Mr Horenko said in an interview with the Ukrainska Pravda website.
