1. Summary of sample documents for registration procedures and issuance of first-time red book
Specifically, Article 12 of Circular 24/2014/TT-BTNMT (amended in Circular 09/2021/TT-BTNMT) stipulates the form of documents for carrying out the procedure of registration and granting the Certificate of land use rights, house ownership rights and other assets attached to land for the first time as follows:

(1) The form of the book used in registration includes:
- Land register (electronic): Form No. 01/DK;
- Book of receiving and returning registration results, granting Certificates of land use rights, house ownership rights and other assets attached to land: Form No. 02/DK;
- Certificate of land use rights, house ownership rights and other assets attached to land: Form No. 03/DK.
(2) Sample documents for first-time registration procedures include:
- Application for registration and issuance of Certificate of land use rights, house ownership rights and other assets attached to land: Form No. 04a/DK and 04d/DK;
- List of people sharing the land plot, joint owners of assets attached to the land (attached with the Application for Registration and Issuance of Certificate): Form No. 04b/DK;
- List of agricultural land plots of the same user, manager (attached with Application for Registration and Certificate issuance): Form No. 04c/DK;
- List of assets attached to land on the same plot of land (attached with Application for registration and issuance of Certificate): Form No. 04d/DK;
- Form to collect opinions of residential areas on the origin and time of land use: Form No. 05/DK;

2. Authority to issue the first red book
Pursuant to Article 105 of the 2013 Land Law, the authority to grant Certificates of land use rights, house ownership rights and other assets attached to land is stipulated as follows:
- Provincial People's Committees grant Certificates of land use rights, house ownership rights and other assets attached to land to organizations, religious establishments; Vietnamese people residing abroad, foreign-invested enterprises implementing investment projects; foreign organizations with diplomatic functions.
The People's Committee at the provincial level is authorized to authorize the natural resources and environment agency at the same level to issue Certificates of land use rights, house ownership rights and other assets attached to land.
- The People's Committee at district level issues Certificates of land use rights, house ownership rights and other assets attached to land to households, individuals, residential communities, and overseas Vietnamese who are allowed to own houses attached to land use rights in Vietnam.
