This is to ensure the completion of the target according to the direction of the Prime Minister in Official Dispatch No. 129.

According to the document, by February 10, about 70% of gasoline retail stores will apply the automatic connection solution to issue electronic invoice each sale nationwide. Of which, 51/64 tax departments achieved progress of over 60%, with 9 units (mainly in the North) achieving 100%.

However, there are 13 localities with a rate below 60%, affecting the overall implementation results of the whole country; in which Ca Mau, Ben Tre, Dong Thap, ... have low rates.

The General Department of Taxation requires the leaders of tax departments of localities and areas with a high percentage of enterprises and retail gasoline stores applying automatic connection solutions to issue electronic invoice Each time selling less than 60% directly direct and resolutely implement the above solution.

Tax departments whose progress in implementing the above issue by February 10 is below 60% must report specifically on the solutions that have been, are being and will be implemented locally. The report must be sent to the General Department of Taxation on February 14.

According to telegram 129, by March 2025 at the latest, the number of retail gasoline stores applying automatic connection solutions will reach 100% of the total number of retail stores nationwide.

There are still many shortcomings in implementation.

Mr. Giang Chan Tay, representative of the Vietnamese petroleum retail business community, has submitted a petition regarding unreasonable issues that cause difficulties and disadvantages in implementation. electronic invoice each sale

"Businesses support the anti-smuggling policy, but emphasize that the implementation needs a clear roadmap, thorough verification, and ensuring a synchronous operating system at a reasonable cost. Currently, many businesses have invested in equipment but the tax departments of some provinces refuse to recognize it, causing waste," said Mr. Tay.

This person said that in order to comply with regulations, recently many businesses have applied a number of solutions such as issuing invoices using POS machines, mobile phones, tablets, etc.

But when checking, tax departments of many provinces and cities said that these solutions did not meet the requirements, while businesses had invested in systems, machinery and equipment.

A representative of a gasoline retail business in the North also said that this unit has installed a camera system that transmits data to the computer, automatically initiating output. electronic invoice per sale

The system ensures that each transaction is recorded and fully documented.

However, according to telegram 129, agencies need to resolutely carry out inspection and supervision of retail gasoline stores, especially stores that still use POS machines, tablets, and phones with software installed to make invoices. electronic invoice when selling

Meanwhile, this business affirmed that their camera system ensures accurate invoice data, so it has proposed that the provincial tax authority consider continuing to allow the use of this method.

In reality, the implementation of electronic invoices is much more complicated than planned because it requires system synchronization, while businesses have different sizes, technology levels and financial capabilities.

Many businesses also face difficulties due to equipment shortages, causing equipment prices to rise, creating pressure on cash flow.

Mr. Giang Chan Tay proposed that it should be implemented first in big cities, then gradually expanded to reduce pressure on resources and equipment prices. At the same time, a mechanism is needed. support finance, technical advice and system acceptance, warranty to avoid disruption in business.

"It is important to have a competent authority to accept and accept the work, not to finish it for a while and then require it to be completely removed and redone. We need to avoid failures like the recent mandatory installation of printers on pump stations," said Mr. Tay.
