DNO - The General Department of Taxation has just issued Official Dispatch No. 445/TCT-TTKT dated January 24, 2025 directing the Tax Departments of provinces and centrally-run cities and the Tax Departments of large enterprises on strengthening the prevention of invoice fraud and discipline in invoice management.

The document stated that in recent times, the General Department of Taxation has implemented many solutions to manage invoices. However, the purchase and sale of invoices is still complicated, and the authorities have discovered and handled a number of violations in the purchase and sale of fake invoices and illegal invoices to gain illegal profits, evade taxes, and appropriate tax money from the State.
The General Department of Taxation requests the Tax Departments to implement a number of directives from the Prime Minister, the Minister of Finance and the Director General of the General Department of Taxation on strengthening measures to review and inspect invoices to prevent fraud in the use of invoices.
Rectify tax management, discipline, ethics, and public service of tax officials; strengthen inspection and detection of taxpayers with signs of invoice risks; and combat value-added tax refund fraud.
At the same time, promote the application of information technology in risk analysis, assessment and classification of tax declarations related to invoices to serve the inspection and examination of taxes, invoices and tax refunds. Implement good coordination between tax agencies in verifying invoices to ensure accuracy, efficiency and timeliness.
It is known that on January 13 in Da Nang, the Department of Investigation Police on Crimes of Corruption, Economy, Smuggling and Environment (Department of Economic Police), City Police successfully dismantled a case of illegal trading of invoices and documents with a total amount of more than 1,000 billion VND.
