On November 11, at the Party Central Committee Headquarters, General Secretary To Lam chaired a meeting with the Documents Subcommittee and the Party Charter Subcommittee to present to the 14th National Party Congress.
At the meeting, the Standing Editorial Board of the Subcommittees presented the Report on receiving, explaining, and completing the draft Political Report; Reported the core and important contents in the draft Report summarizing the work of Party building and implementation of the Party Charter.
Concluding the meeting, General Secretary To Lam acknowledged, highly appreciated and commended the two Subcommittees for their efforts in working with a proactive and responsible spirit; actively coordinating with other Subcommittees to ensure consistency between reports, in which the Political Report is the central document, the Socio-Economic Report, the Report on Party building and implementation of the Party Charter are important thematic reports.
Build documents in a scientific and clear direction
To continue perfecting the draft Political Report, the General Secretary emphasized that it is necessary to continue to strongly innovate the method of building documents in a scientific, specific, clear direction, clear strategic policy, concise, easy to understand, easy to implement so that they can be deployed immediately throughout the entire Party, the entire people, and the entire army, right after the 14th National Party Congress.
Assessing that the opinions of the members of the Document Subcommittee at the meeting were extremely valuable, General Secretary To Lam requested the Standing Committee of the Subcommittee and the Standing Committee of the Editorial Board to seriously study, filter and absorb to continue perfecting the draft Report; on that basis, build a Summary of the draft Political Report with core contents and new contents that have been agreed upon, submit it to the Politburo for consideration, before sending it to the grassroots Party Congress for discussion and comments, initially creating a unified bloc of will and action among cadres, party members and people for the documents submitted to the 14th National Party Congress.
The General Secretary emphasized and agreed on the significance of the 14th Congress. This is a Congress closely linked to the country's context after 40 years of implementing the renovation process, 50 years of completely liberating the South and unifying the country, 80 years of founding the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, 95 years of founding the Party, towards the 100th anniversary of the founding of the Party, opening a new era of development - the era of the Vietnamese people's rise, that is the era of development, the era of prosperity and wealth under the leadership and rule of the Communist Party, the people believe, are proud to join hands and unite to successfully build a peaceful, independent, democratic, prosperous, civilized, happy Vietnam, firmly advancing towards socialism, standing shoulder to shoulder with the world powers.
The General Secretary stated that the top priority in the new era is to successfully implement the strategic goals by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045 it will become a developed socialist country with high income; strongly arouse national spirit, spirit of self-reliance, self-confidence, self-reliance, national pride, aspiration for rapid and sustainable national development; closely combine national strength with the strength of the times.
The important resources and driving force for the country to develop in the new era are the strong application of science, technology and innovation; promoting the development of new productive forces; promoting digital transformation, green development, energy transformation; promoting the strength of culture and people, all Vietnamese people join hands, make the most of opportunities and advantages, push back risks and challenges, bring the country to comprehensive, strong development, breakthrough and take off.
Streamlining the organizational structure with high political determination
Regarding the Report on Party building and implementation of the Party Charter, General Secretary To Lam stated that it is necessary to continue to improve the capacity to plan the Party's policies and guidelines, strongly innovate the promulgation, dissemination and implementation of Party resolutions, making each newly issued resolution solve practical problems, breathe life, have guiding and pioneering qualities and be effectively implemented in practice, ensuring the development of new factors; promote administrative reform in the Party, apply information technology, digital transformation in Party activities, create a strong change in the work of building and rectifying the Party and a clean and strong political system, strengthen and consolidate people's trust, improve the leadership, governing and fighting capacity of the Party.
General Secretary To Lam emphasized the need to focus on perfecting the overall organizational model of the political system to meet the requirements and tasks in the new revolutionary period. In particular, urgently implementing Resolution No. 18-NQ/TW (12th tenure) on streamlining the organizational apparatus with high political determination, drastic actions, and unity of thought of the entire political system. This is a difficult and complicated task, requiring solidarity, unity, courage, and sacrifice of each cadre and party member, first of all the heads of Party committees, authorities, the Fatherland Front and mass organizations at all levels, all for the development of the country. Continuing to strongly innovate the work of cadres, focusing on the work of cadre appraisal and evaluation; focusing on improving the quality of cadres at all levels, especially strategic-level cadres and grassroots-level cadres; Continue to perfect mechanisms and policies to discover, attract, and make good use of talents, encourage and protect dynamic, creative cadres who dare to think, dare to do, and dare to take responsibility for the common good as a driving force for the country's rapid and sustainable development.
The General Secretary requested to continue to strongly innovate the Party's leadership and governance methods over the political system, improve the Party's leadership capacity, governance capacity and fighting strength, and strengthen the people's trust in the Party. Focus on and strengthen solidarity within the Party, taking solidarity within the Party as the basis and foundation for building the great national unity bloc. Strengthen mass mobilization work, tighten the close relationship between the Party and the people; promote the tradition, strength of great solidarity, national pride and self-esteem, contributing to the successful implementation of the cause of building and defending the socialist Vietnamese Fatherland.
The General Secretary pointed out that it is necessary to strengthen discipline and order, promote decentralization, delegation of power, and control power closely and effectively; carry out inspections and supervisions with focus, key points, and breakthroughs; promote the work of preventing and combating corruption, waste, and negativity with the motto "non-stop, non-stop", "no forbidden areas", "no exceptions". In particular, it is necessary to promote the prevention and combat of waste such as the prevention and combat of corruption and negativity, making the practice of thrift and combating waste "voluntary", "voluntary", "daily food, water, clothes". The task of preventing and combating corruption, waste, and negativity is to make the Party stronger, more united, and better serve the goals of socio-economic development and improve people's lives./.
