This morning, October 16, General Secretary and President To Lam visited, worked with, and presented gifts to encourage the Party Committee, government, people, and armed forces in Con Co island district, Quang Tri province.
Attending the working delegation of General Secretary and President To Lam were: Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, General Phan Van Giang; Politburo member, Minister of Public Security, Senior Lieutenant General Luong Tam Quang; Party Central Committee Secretary, Chief of the Party Central Committee Office Nguyen Duy Ngoc; Party Central Committee members, leaders of central departments, ministries, branches, Military Region 4 Command, Border Guard, Coast Guard Region 2, and corporations. Reporting to General Secretary and President To Lam, the leader of Con Co island district informed that the district was established in October 2004 with a natural area of 230 hectares, of which over 60% is natural forest. Con Co is a special district-level administrative unit without commune level, currently there are 24 households with 96 people living on the island.
Currently, the district's planning has been updated in the province's Master Plan and has been approved by the Prime Minister for the period 2021 - 2030, with a vision to 2050. In recent times, infrastructure for socio-economic development combined with ensuring national defense and security, focusing on dual-use projects and projects serving people's lives, has received investment attention.

Since 2017, the island district has invested in high-speed trains, shortening the travel time between the island and the mainland. The diesel generator power supply system has been put into operation since 2018; cultural, medical, and school facilities have been invested in and built quite synchronously.
Migration to the island is suitable to the actual conditions of the district in each period, associated with migration is job creation. In particular, the district has supported people to develop production models, livestock, service business and seafood exploitation... Thanks to that, it helps people increase their income, the average income per capita in 2023 reaches 55 million VND/year.
Tourism and tourism services are identified as the key industry in the economic development of the island district, accounting for over 70% of the economic structure. Con Co is striving to achieve the goal of ensuring harmony between economic development, ensuring national defense and security, and preserving biodiversity and protecting the environment.

In addition to the achieved results, the district's economic growth is still not commensurate with its potential and advantages. Investment capital in the area is still limited; it has not attracted potential enterprises to invest in the island.
Infrastructure in general and tourism infrastructure in particular have not been invested in synchronously. The situation of foreign ships (mainly Chinese fishing boats) encroaching on the waters of Con Co area still occurs.
The island district leaders proposed that General Secretary and President To Lam and central ministries and branches pay attention to allowing the locality to build a socio-economic development project associated with ensuring national defense and security, in order to bring Con Co to sustainable development, worthy of being the outpost island of the Fatherland.

Speaking at the meeting, General Secretary and President To Lam commended and highly appreciated the encouraging results that the Party Committee, government, people and armed forces of Con Co island district have united and made efforts to build, promote and preserve.
In the coming time, the island district is required to continue to strengthen national defense and security, improve the quality of combat readiness skills; build Con Co into a solid defense area, ensuring socio-economic development associated with national defense and security protection.
Take good care of the material and spiritual life of the people and armed forces on the island. Gradually improve the quality of education; consider the policy of exempting tuition fees for students and exempting medical examination and treatment costs for people.

Continue to protect forest resources and biodiversity. Promote sustainable and environmentally friendly tourism development. Research and develop renewable and clean energy sources to provide long-term electricity for the island district.
Invest in synchronous construction of infrastructure, clean water supply system, telecommunications system to serve people to stabilize their lives and production.
Continue to strengthen the solidarity and unity between the armed forces and the people; build the Party and political system increasingly strong and comprehensive, making an important contribution to the development of Quang Tri province and the whole country.

On the same morning, General Secretary and President To Lam offered incense and flowers at Uncle Ho's Memorial House and the Monument to Heroes and Martyrs of Con Co Island.
In a solemn and emotional moment, the General Secretary, President and members of the delegation paid tribute to President Ho Chi Minh; respectfully bowed before the souls of heroic martyrs, compatriots and comrades who fell for the cause of national liberation and for the eternal existence of Con Co.

During the resistance war against the US to save the country, with the slogan "All for beloved Con Co", "As long as there is land, there are islands, as long as there are islands, there is land", hundreds of cadres, soldiers, and troops from Thanh Hoa, Ha Tinh, Quang Binh, Quang Tri provinces and the northern provinces, together with the army and people of coastal communes of Vinh Linh and Gio Linh districts, regardless of the rain of bombs and bullets, cleverly overcame big waves and strong winds, avoiding the pursuit of enemy aircraft and warships to supply food, ammunition, medicine, and fresh water to the island. One fell, another advanced; one boat sank, another sailed ahead.
The martyrs used the sea as a tunnel, the side of the boat as a fortification, overcoming the rain of bombs and bullets to deliver goods to the island. The blood of the heroic martyrs was shed during the process of supplying, fighting and protecting the island, adding more color to the victorious flag of our army and people, making the name of Con Co - the warship that never sinks in the East Sea.

Con Co has always received special attention from Uncle Ho. He sent letters three times praising the "heroic small island" and gave the officers and soldiers of Con Co Island two verses: "Con Co is full of flowers of victory/Fighting to destroy the American invaders".

During his visit to Con Co Island, General Secretary and President To Lam presented many gifts to the island district's Medical Center and households living and settling on the island.
