On the morning of October 7 (local time), in Paris, France, within the framework of his official visit to the French Republic, General Secretary and President To Lam met with President of the French National Assembly Yael Braun-Pivet.

General Secretary, President To Lam thanked the French Government and National Assembly for the warm and sincere welcome given to the high-ranking Vietnamese delegation; congratulated Ms. Yael Braun-Pivet on her re-election as Chairwoman of the National Assembly and conveyed the invitation to her to visit Vietnam soon from National Assembly Chairman Tran Thanh Man; congratulated France on successfully organizing the Francophone Summit with many practical results, contributing to strengthening economic cooperation in the Francophone community.
General Secretary and President To Lam suggested that the two sides continue to promote delegation exchanges at all levels, especially high-level ones, through Party, State, Government and Parliament channels to create momentum to deepen cooperation in all fields.

National Assembly President Yael Braun–Pivet highly appreciated the program with many rich activities of the General Secretary and President with high-ranking leaders of France to jointly propose major orientations to promote relations between the two countries.
Parliamentary Speaker Yael Braun–Pivet expressed her admiration for Vietnam's great economic and social achievements in recent times, especially Vietnam's efforts in harmonizing socio-economic development and environmental protection, contributing to ensuring people's lives; welcomed Vietnam's role as ASEAN Chair in 2020, contributing to promoting EU-ASEAN relations as well as between the parliaments of EU member states and ASEAN; agreed on the need to continue strengthening solidarity and bilateral and multilateral cooperation on all channels, including parliament.
The two leaders affirmed that they always attach importance to and further deepen the Strategic Partnership, agreeing to bring the framework Vietnam-France strategic partnership to new heights; promote cooperation and delegation exchanges between the two countries' National Assemblies to share experiences and improve the operational efficiency of the two countries' legislative bodies, while coordinating and supporting each other at regional and international inter-parliamentary forums.
Regarding economy, trade and investment, General Secretary and President To Lam highly appreciated the fact that France continues to be the 4th largest trade partner, the 2nd largest investor of Vietnam in the EU and the leading European provider of ODA aid to Vietnam.
The General Secretary and President asked the French National Assembly to soon complete the ratification of the Vietnam-EU Investment Protection Agreement (EVIPA) to facilitate investors from the two countries as well as the EU; and support the European Commission (EC) to soon remove the IUU yellow card on Vietnamese seafood to ensure the livelihoods of thousands of Vietnamese fishermen and meet the needs of French consumers.
The President of the French National Assembly acknowledged the proposals of the General Secretary and President; highly appreciated Vietnam's efforts in transforming sustainable fisheries and acknowledged the EU's efforts to soon remove the IUU yellow card.
As Vietnam's JETP partner, the President of the French National Assembly pledged to continue supporting Vietnam in its efforts to adapt to climate change, especially in terms of finance, technology, human resource training, and policy development during the implementation of the Energy Transition Partnership, contributing to responding to global challenges.
The two sides assessed that cooperation between localities is a typical field and a characteristic feature in Vietnam-France relations, contributing to enhancing people-to-people and cultural exchanges between the two countries, especially Vietnam's successful organization of the 12th Conference on Cooperation between Localities in Hanoi in April 2023.
The two sides agreed to create favorable conditions for people of the two countries living, studying and working in the other country to successfully integrate and contribute to the socio-economic development and cultural diversity of both countries.
On regional issues, the two sides emphasized the need to ensure peace, stability, security, safety, freedom of navigation, aviation, and security, and stressed the need to resolve disputes by peaceful means in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea.
On this occasion, the President of the French National Assembly invited National Assembly Chairman Tran Thanh Man to attend the General Assembly of the Francophone Parliamentary Union in July 2025.
