General Secretary: It is necessary to implement a new salary regime from mid-2024

General Secretary Nguyen Phu Trong asked delegates attending the 8th Central Conference to discuss the necessity and correctness of implementing the new salary regime from July 1, 2024.

Speaking at the opening of the 8th Central Conference on the morning of October 2, General Secretary Nguyen Phu Trong said that the consideration and giving of opinions on socio-economic issues and the state budget for 2023 and 2024 must be placed in the context of the world situation with many unpredictable and unprecedented changes. Difficulties and challenges are more numerous and greater than opportunities, advantages and forecasts. This "has a very serious negative impact" on the implementation of Vietnam's economic and social goals and tasks.

Vietnam continues to face double impacts due to negative external factors in its highly open economy. The long-standing internal shortcomings and weaknesses of the economy continue to be exposed more clearly and severely in the process of overcoming the consequences of the Covid-19 pandemic.

The General Secretary asked delegates to be frank and pay attention to the difficulties and limitations that have been and will be faced, such as the unstable macroeconomic situation due to pressure from foreign markets. The financial, monetary, real estate, stock and corporate bond markets are still facing difficulties and potential risks.

Production, business activities and workers' lives in many areas are facing difficulties. The resilience of businesses has been eroded after the Covid-19 pandemic. Some mechanisms, policies and legal regulations have been slow to be supplemented, amended, completed or have not been strictly implemented. Some officials are afraid of responsibility, afraid of making mistakes, shirking responsibility and avoiding solving work.

From the above analysis, the Central Committee clearly and correctly identifies development viewpoints, guiding ideology, general goals, some important basic targets, tasks and solutions for the remaining months of this year and next year.

The General Secretary also asked the Central Committee to discuss the necessity and correctness of implementing the new salary regime from July 1, 2024.

Resolution 27 of the Central Committee aims to reform the salaries of cadres, civil servants, public employees, armed forces and employees in enterprises from July 1, 2021. Over the past two years, due to many adverse impacts, especially the Covid-19 pandemic, the roadmap for synchronous salary policy reform has not yet been implemented.

In mid-September, the Government assigned the Ministry of Home Affairs to collect the opinions of the Politburo and complete the draft report to the National Assembly on the roadmap and plan for salary reform. Currently, the budget has saved 500,000 billion VND to prepare for salary reform in the next three years (2024-2026).

Regarding the summary of 10 years of implementing the Resolution of the 11th Central Committee on several social policy issues , the General Secretary said the country has achieved many important results and achievements. The economy, culture and society have developed more stably and harmoniously. The material and spiritual life of people in all regions of the country has been improved.

Vietnam is a leader in poverty reduction, implementing the Millennium Development Goals and the Sustainable Development Goals of the United Nations. Social policies have been improved, gradually improving the quality and level of support, expanding coverage in a fair and progressive direction, approaching international standards, basically ensuring people's social security; implementing well preferential policies and honoring people with meritorious services. Labor market institutions have been gradually improved. Employment for workers is basically guaranteed.

The health, education, social security and assistance systems continue to be improved and expanded. The scale, capacity and quality of basic and essential social services have been improved. The work of protecting, caring for and improving people's health has been increasingly improved. Resources for implementing social policies have been given priority investment by the State, associated with promoting socialization and attracting the participation of the whole society...

To achieve the goals set by the 13th Party Congress, the General Secretary requested that the Central Committee focus on discussing the situation, causes and lessons learned; the necessity and correctness of issuing a new Central Resolution on this particularly important issue.

Regarding the summary of 20 years of implementing the Resolution of the 9th Central Committee on promoting the strength of great national unity , General Secretary Nguyen Phu Trong asked delegates to study carefully, contribute many specific opinions, close to the situation and give opinions on the necessity and correctness of issuing a new Resolution and the main content of the draft Resolution on "Continuing to promote the tradition of great national unity, building our country to be increasingly rich, prosperous, civilized and happy".

Regarding building a contingent of intellectuals to meet the requirements of the new development period, the General Secretary emphasized that in all times and in any country, the contingent of intellectuals is always the core force in creating and disseminating knowledge, with a particularly important position and role in promoting the development of society, creating the strength of each country and nation.

The world today faces many opportunities and challenges under the impact of the fourth industrial revolution. Artificial intelligence and some new technological achievements have the ability to replace humans, creating a huge amount of information and knowledge.

This context requires Vietnam to strongly develop the role and contribution of intellectuals - the national spirit, to meet the requirements of the fourth industrial revolution and promote the cause of innovation, industrialization and modernization of the country.

Summarizing 10 years of implementing the Resolution of the 11th Central Committee on the Strategy for National Defense in the new situation , the General Secretary requested to focus on clarifying the advantages and opportunities that need to be grasped, the difficulties and challenges that need to be overcome to proactively protect the independence, sovereignty, unity and territorial integrity of the Fatherland from early on, from afar, in all situations; protect the Party, State, people and socialist regime; protect national and ethnic interests...

Regarding the planning of the 14th Central Executive Committee , the General Secretary said that the Party always identifies cadres, especially strategic cadres, as the decisive factor in the success or failure of the revolution, closely linked to the fate of the Party, the country and the regime. Cadre planning is the first step, of great significance, the basis for doing well in training, fostering, mobilizing, appointing and using cadres.

On July 7, the Politburo issued Plan 17 on planning the Party Central Committee, Politburo, and Secretariat for the 14th term, 2026-2031. The plan clearly defines the viewpoints, principles, standards, structure, subjects and ages, the process of introducing and approving the planning, personnel records, the number of discoveries introduced for inclusion in the planning, etc.

The General Secretary requested the Central Committee to promote a high sense of responsibility, be truly objective and impartial, and express its opinions on the Report and proposed planning for the 14th Party Central Committee.

The 8th Central Conference is scheduled to last until October 8.
