On July 18, the Supreme People's Court of Vietnam chaired the 7th conference of courts of provinces sharing borders with Vietnam, Cambodia and Laos in Quang Nam province.
The conference was attended by more than 100 delegates including chief justices, deputy chief justices, judges of the Supreme Court and leaders and judges of the courts of border provinces of Vietnam, Cambodia and Laos. Speaking at the conference, Chief Justice of the Supreme People's Court Nguyen Hoa Binh affirmed that the relationship of solidarity, friendship, closeness and political trust between the three countries of Vietnam - Laos - Cambodia is a priceless heritage for all three peoples, and has long-term strategic significance in the cause of construction, protection and development of the three countries.

"We always attach great importance to and give high priority to this, considering it a strategic task and a top priority in Vietnam's foreign policy. In particular, the establishment and maintenance of the conference mechanism of the courts of the three border provinces is a milestone in the history of cooperation, especially in the judicial field, marking the elevation of cooperation between the judicial systems of the three countries," said Mr. Nguyen Hoa Binh. Chief Justice Nguyen Hoa Binh expressed his delight at the achievements that the courts of the three countries have achieved through this conference mechanism. Thereby, the bilateral and multilateral judicial cooperation relationship between the three countries has been consolidated and elevated; notably the close coordination and connection of the court systems at all levels, and above all, the close relationship between the provincial courts in the border areas. Entering the third decade of the 21st century, with countless unpredictable events; the remaining losses of the pandemic; Resonating with the context, the complicated developments of the world and the region today have posed many new challenges in preventing and combating crime and resolving cross-border civil disputes.

In particular, many new issues have emerged in ASEAN in general and Indochina in particular, making it urgent to prioritize and pay more attention to international judicial cooperation; especially coordination and information exchange between courts with adjacent borders. In the new context, with many intertwined unstable factors, acts of smuggling, human trafficking, drug trafficking, money laundering, gambling, transnational organized crime... are increasing in both quantity and complexity. Chief Justice Nguyen Hoa Binh suggested that delegates continue to research and share more experiences in trying this group of criminals; propose some new initiatives in preventing and combating these acts arising in border areas... At the conference, delegates discussed 4 important topics: Assessing the situation and results of implementing the joint communique of the 6th conference/2022; Sharing experiences in trying crimes with foreign elements; Strengthening judicial assistance between the courts of the three countries and sharing experiences in judicial reform, especially some typical and effective examples of applying information technology to court operations. Chief Justice Nguyen Hoa Binh believes that with the proactive, positive and highly responsible spirit of the delegates, there will be new initiatives to further promote cooperation in 2024 and the following years. This is also an opportunity for the courts of the border provinces to further assess the achievements, some difficulties and discuss further ways and methods of cooperation, and at the same time an opportunity for the court systems of the three countries to enhance exchanges, strengthen solidarity and friendship.
At the conference, the Chief Justices of the Supreme Courts of Vietnam, Cambodia and Laos signed the 7th Joint Communique unifying the contents discussed at the conference, proposing directions to resolve difficulties and obstacles in resolving criminal cases with foreign elements, judicial delegation and judicial assistance activities between the courts of the three countries. On the sidelines of the conference, the Chief Justice of the Supreme People's Court of Vietnam held bilateral talks with the Chief Justices of the Supreme Court of Cambodia and the Chief Justice of the Supreme People's Court of Laos.
