Today, in the joyful atmosphere of the historic April days - the 49th anniversary of the liberation of Ninh Thuan and the complete liberation of the South and the reunification of the country; Ninh Thuan province solemnly organized the Conference to announce the Provincial Planning for the period 2021-2030, with a vision to 2050 associated with promoting investment in the province. We are extremely pleased to welcome Comrade Pham Minh Chinh - Member of the Politburo, Prime Minister of the Socialist Republic of Vietnam to attend and present the decision approving the Provincial Planning; this is an event of special significance to the province, an opportunity for Ninh Thuan to affirm its aspirations, visions and introduce, promote the image, potentials, advantages, preferential policies, and development orientations of the province in the coming time.

In the joy and excitement today, on behalf of the Party Committee, Government and People of Ninh Thuan province, I warmly welcome and sincerely thank Comrade Pham Minh Chinh - Member of the Politburo, Prime Minister; leaders of ministries, central agencies; representatives of diplomatic agencies, international organizations; leaders of neighboring provinces, associations, experts, scientists, enterprises, domestic and foreign investors; and all delegates and distinguished guests who have spent their precious time attending the Conference and have many enthusiastic, responsible, encouraging and affectionate comments for Ninh Thuan. We would like to fully receive and understand the Prime Minister's instructions to complete the plan, promote investment promotion; maximize creativity; seize opportunities, create breakthroughs, and effectively implement the Provincial Planning in the coming time.
On this occasion, Ninh Thuan province would like to express our deep gratitude for the attention and support of the Government, the Prime Minister, the National Appraisal Council, the ministries and central branches for their attention, assistance and coordination to help the province complete the Planning to ensure progress and quality. At the same time, we acknowledge, commend and highly appreciate the sense of responsibility, proactiveness, creativity, concentration of effort and intelligence of all levels, branches, agencies in the political system of the province and the consulting unit, the very dedicated contributions of former provincial leaders, experts, scientists, intellectuals, organizations, individuals, the business community and the people throughout the process of building and completing the Provincial Planning.
Dear comrades, delegates and distinguished guests!
Provincial planning has a particularly important strategic role and significance, clearly defining the goals and establishing the vision and development space of the province in the coming period; accordingly, defining the major goals, which are: By 2030, Ninh Thuan will become a province with an average income in the upper middle group of the country, developing dynamically, rapidly and sustainably, with marine economy and urban economy as the driving force for growth; focusing on development in the southern region of the province to create the basis for the formation of a coastal economic zone; by 2050, it will become a province with comprehensive, rapid and sustainable development, with a diverse and prosperous economy; strongly developing the marine economy, with a modern coastal economic zone; a smart, sustainable coastal urban system with its own identity, environmentally friendly, highly resilient to natural disasters, epidemics and effective adaptation to climate change; is where cultural, historical values, marine ecosystems, and forests are preserved and promoted; the material and spiritual life of the people is high compared to other localities in the country... This is the highest legal framework; an important tool for planning development orientations, allocating and effectively using resources; a basis for comprehensive and unified leadership, direction, and management in socio-economic development, national defense, security, foreign affairs, integration, and investment attraction in the province in the coming time.
To effectively implement and turn the goals and visions of the Provincial Planning into reality in the coming time, I propose that Party committees at all levels, authorities, the Fatherland Front, organizations, cadres, Party members, the people of the province, investors, and the business community continue to unite, join forces, and promote all advantages, mobilize all resources, and be determined to overcome all difficulties and challenges to successfully implement the goals set out in the Provincial Planning, to build Ninh Thuan province to develop rapidly and sustainably, to become a friendly, livable place, and an attractive destination for investors and tourists. In particular, it is necessary to focus on the following main contents:
Firstly, it is necessary to raise awareness and propagate, thoroughly grasp, and organize the implementation of the Plan to ensure effectiveness, synchronization, rhythm, and unity among levels and sectors; be determined to act and complete the approved goals and tasks of the Provincial Planning.
Second, promote economic restructuring, improve competitiveness; focus on 05 important breakthrough industries, including: Energy, renewable energy; High-quality tourism; Processing and manufacturing industry; High-tech agriculture; Construction and real estate market. Organize socio-economic activities of Ninh Thuan province according to 4 territorial regions, 3 dynamic regions, 3 development corridors, in which Phan Rang-Thap Cham dynamic urban area is a tourist urban area, the economic, cultural and political center of the province, developing in the direction of ecological urban area, green urban area towards carbon neutrality before 2050; The Southern key economic zone of the province develops industry-seaport-energy, trade-services and tourism; The Western region develops trade-services, high-tech agriculture, energy and tourism.
Third, Focus on maximizing and effectively using resources to invest in completing essential infrastructure and framework infrastructure in the direction of interconnectivity, multi-purpose, inter-regional, and modernity. Strengthen cooperation and linkage with provinces in the region; seek support from central ministries and branches, and the companionship of businesses and investors.
Fourth, Administrative reform, improving the investment environment, supporting and removing difficulties and obstacles, accompanying businesses; supporting start-up businesses to innovate and operate effectively; Promoting digital transformation, applying science and technology in investment promotion.
Fifth, Proactively research and amend issued mechanisms and policies, propose to issue new mechanisms and policies for socio-economic development for each period, creating new momentum for the province's development. Strengthen environmental protection, develop science, technology and innovation.
At the Conference, we heard reports on the potential and investment opportunities in Ninh Thuan province and received valuable opinions and exchanges from the business community and investors to explore, find solutions, and create an investment and start-up environment in Ninh Thuan province. Enterprises and investors had an overview of Ninh Thuan province, from which they can consider and choose suitable, feasible and effective investment fields. I hope that investors and enterprises will trust, be sincere, choose and be determined to invest in Ninh Thuan in the coming time.
Dear comrades, delegates and distinguished guests!
In addition to the results, potentials and opportunities, Ninh Thuan still has many untapped advantages; the scale of the economy is still small, competitiveness is still limited; economic growth rate is quite high, but not sustainable; potentials and strengths have not been effectively exploited; budget revenue and investment resources are still limited; socio-economic infrastructure is not synchronous, not much connection, especially inter-regional and intra-regional transport infrastructure; enterprises in the province are mainly small-scale enterprises;... Meanwhile, the planning target of the province is set quite high, expecting that by 2030 it will become a province with an average income in the upper middle group of the country. To complete the goals of the Provincial Planning, in addition to the determination and great efforts of the locality and the business community, the province needs to continue to have support and assistance from the Central Government. On this occasion, Ninh Thuan province respectfully requests the Government, the Prime Minister, ministries and central branches to pay attention to and consider supporting the province in the following contents:
Firstly, it is recommended to study and promulgate mechanisms and policies to support the rapid and sustainable socio-economic development of Ninh Thuan province, quickly narrowing the development gap compared to other provinces in the region and the whole country; focusing on mobilizing resources to strengthen regional connectivity and connecting infrastructure.
Second, it is recommended to study and perfect the legal system on investment and land to unify implementation at the local level.
Third, there are specific mechanisms and policies to support the development of marine economy in the provinces in the region; support mechanisms, arrangement of coastal residents, natural disaster prevention; planning and policies for marine space arrangement, exploiting the potential of new marine economic sectors (such as offshore wind power, maritime, logistics, exploitation of marine resources, deep sea farming, etc.), especially investing in the construction of modern fishery logistics service areas, continuing to promote support for offshore fishermen associated with supporting the livelihoods of people in coastal areas, creating development momentum and maximizing the potential and advantages of each locality in the region to create growth poles to promote socio-economic development.
