In 2023, Party and political activities in the entire army will be closely led and directed, closely following functions, tasks and practical situations, and comprehensively completing both regular and ad hoc tasks.

Praising the efforts of agencies, units, officers and soldiers of the entire army in 2023, regarding the direction and tasks of Party work and political work in 2024, General Luong Cuong requested agencies and units to review the targets and tasks in implementing the Resolutions of Party Congresses at all levels, striving to complete 2024 better than 2023; concretize and effectively implement the resolutions, directives, conclusions, regulations, plans and instructions of the Central Committee and the Central Military Commission in accordance with the situation and tasks of the unit.

At the same time, agencies and units improve the quality and effectiveness of political education, ideological leadership; information and public opinion orientation; maintain the Party's ideological position in the Army; continue to effectively implement the Emulation Movement for Victory, do well in emulation and reward work; organize well the activities to celebrate the 70th anniversary of Dien Bien Phu Victory, the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of National Defense Day.

General Luong Cuong noted the need to focus on building a clean and strong Party Committee, Party committees and organizations at all levels; strictly follow the principles of organization and Party activities. Proactively advise on the issuance of leadership documents, directions and instructions for organizing Party congresses at all levels in the Party Committee of the Army towards the 14th National Party Congress.

In addition, units improve the quality, effectiveness and efficiency of inspection, supervision and enforcement of party discipline; focus on inspecting and supervising the leadership in implementing political tasks and party building work; review, inspect and thoroughly handle existing problems and shortcomings; proactively detect early signs of violations by party organizations and party members; promptly, strictly and in accordance with regulations; advise on completing the development of the Project "Policy to attract and promote talents for the Vietnam People's Army until 2030, with a vision to 2050"; organize a summary of the implementation of the Law on Officers of the Vietnam People's Army; perfect command and management cadres at all levels in conjunction with preparing personnel for party congresses at all levels for the 2025-2030 term and meeting the requirements of adjusting the organization and staffing.

Along with doing well the work of protecting internal politics, protecting secrets, ensuring security and safety, officers and soldiers of the entire army resolutely fight to defeat all plots, tricks and sabotage activities of hostile and reactionary forces and all types of criminals; do well the work of mass mobilization and special propaganda; promote the emulation movement of "Skilled mass mobilization", build "Good mass mobilization" units; effectively implement the grassroots democracy regulations.
