PROACTIVE, FLEXIBLE, INNOVATIVE LEADERSHIP METHODS
In 2023, in the context of many difficulties and challenges, the leadership role of Party committees at all levels and the participation of the political system in Nghe An have been clearly affirmed.
The Provincial Party Executive Committee, the Standing Committee, and the Standing Committee of Nghe An Provincial Party Committee have maintained and spread the spirit of solidarity and unity, strictly followed the principles of organization and operation of the Party, especially the principle of democratic centralism; closely followed and strictly implemented the leadership and direction of the Central Committee, the Working Regulations, and the work program of the Party Committee.
Right from the beginning of the year, the Executive Committee, the Standing Committee, and the Standing Committee of the Provincial Party Committee identified key tasks, key points, and bottlenecks that needed to be removed, and assigned them to lower-level Party committees, Party organizations, and agencies and units to focus on implementation; at the same time, through the Provincial People's Council Party Delegation and the Provincial People's Committee Party Committee, they led and directed innovation and improvement of the quality and effectiveness of the Provincial People's Council and Provincial People's Committee; thereby promptly removing difficulties and obstacles, clearing resources, overcoming bottlenecks, and actively coordinating to solve work with remarkable results.
The Executive Committee, Standing Committee, and Standing Committee of the Provincial Party Committee have led the Party Delegation of the Fatherland Front and socio-political organizations, and agencies in the political system to actively accompany the Party Committee and the government in implementing tasks; promoting the great national unity bloc, thus effectively arousing the people's hearts and strength.
The leadership and direction methods continue to be innovated, especially promoting proactiveness, flexibility, and determination; being consistent and decisive in directing a number of issues to serve the long-term, sustainable, and breakthrough development of the province; at the same time promptly identifying and making efforts to overcome difficulties and turn the situation around with flexible policies and solutions. Nghe An is also very active in mobilizing resources, pursuing and gaining support from the Central Government, ministries, and branches, gradually resolving a number of outstanding and prolonged issues.
Focus on leading, directing and completing the organization of mid-term review and vote of confidence to implement resolutions of Party Congresses at all levels, and vote of confidence for people holding positions elected by People's Councils.
The Provincial Party Executive Committee, the Standing Committee, and the Standing Committee of Nghe An Provincial Party Committee have focused on the key task of Party building and building a clean and strong political system, especially in the areas of political and ideological education; Party building organization; inspection and supervision; anti-corruption and negativity; and mass mobilization with many good and methodical ways of doing things, leaving outstanding marks and results.
With the synchronous participation in the spirit of innovation, determination for the common development goals of the province, the joint efforts and consensus of the people and business community, Nghe An has achieved many positive results in socio-economic development.
The province completed 25/28 main targets; economic growth rate reached 7.14%, ranking 26th nationwide; budget revenue exceeded 21,000 billion VND; FDI attraction set a new milestone, reaching 1.6 billion USD, ranking 8th nationwide. Economic scale maintained the top 10 nationwide.
The quality of key education continues to be at the top of the country; the field of health care and people's health care has achieved many new achievements. The whole province has 10 more communes meeting new rural standards, 35 communes meeting advanced new rural standards, 6 communes meeting model new rural standards; 1 district meeting new rural standards.
Nghe An has called for registration to support 12,196 houses, equivalent to 618.4 billion VND. In 2023, the whole province has constructed and handed over 7,245 houses, the total amount equivalent to 350 billion VND from socialized sources, equal to the total of the previous 7 years combined.
The province has completed many major tasks, creating a very important premise for development in 2024 and the following years; especially focusing on directing the Summary of Resolution No. 26; advising the Politburo to issue Resolution No. 39 on building and developing Nghe An province to 2030, with a vision to 2045; advising the Secretariat to organize a Conference to disseminate Resolution No. 39; issuing an Action Program to implement Resolution No. 39; submitting to the Prime Minister for approval the Provincial Planning for the period 2021-2030, with a vision to 2050.
At the conference, leaders of affiliated party organizations presented papers on leadership and direction of party member development, new rural construction, citizen reception and dialogue, etc.
PROMOTE PROACTIVENESS, DEEPNESS, FLEXIBILITY, DETERMINATION, FOCUS AND KEY POINTS IN LEADERSHIP AND DIRECTION
In his closing speech at the Conference, on behalf of the Provincial Party Committee Standing Committee, Nghe An Provincial Party Secretary Thai Thanh Quy commended the efforts of the entire Party Committee to achieve comprehensive, important and solid results in Party building, inspection and supervision work in 2023; congratulated the Party organizations and Party members with outstanding achievements that were commended at all levels in 2023.
Evaluating and analyzing more clearly the achieved results; at the same time frankly pointing out the shortcomings and limitations that need to be seriously evaluated, finding the causes and having focused solutions to effectively overcome, the Secretary of Nghe An Provincial Party Committee emphasized the key tasks of 2024. This is the pivotal year of the term, it is necessary to accelerate to complete the targets of the 2020 - 2025 term; especially the implementation of 7/35 targets expected to be difficult to achieve after the mid-term assessment, of which the economy and society have 4 targets; Party building has 3 targets.
Accordingly, Provincial Party Secretary Thai Thanh Quy emphasized the need to continue to maintain and promote the spirit of solidarity, unity and responsibility. This is the leading key factor ensuring the victory in the Party's leadership, management, effectiveness and efficiency.
At the same time, continue to focus on promoting proactiveness, closeness, flexibility, focus and key points in leadership and direction; coordinate smoothly for common goals in leadership and direction between Party committees, People's Councils, and People's Committees at all levels; coordinate between sectors and units.
The Provincial Party Secretary emphasized the need to strengthen inspection, supervision, and strict discipline; ensure implementation in accordance with procedures, regulations, and humane principles; promote self-inspection and self-monitoring at the grassroots level to promptly detect problems and correct and remind them.
Regarding the work of Party building and the political system, the head of Nghe An Provincial Party Committee proposed focusing on leading and directing the preparation work for Party congresses at all levels, especially at the grassroots level, as well as congresses of socio-political organizations this year to be well implemented.
In particular, it is necessary to create more profound changes in thinking, working style, manners, attitudes, and work. At the same time, in places where there is public opinion that work is not good, ineffective, stagnant, causing difficulties for people and businesses, it is necessary to boldly transfer cadres; actively innovate to improve the effectiveness of mass mobilization and propaganda work; be proactive in detecting and handling outstanding issues, incidents, and cases; and the Standing Committee of Party Committees at all levels and the Provincial Steering Committee on anti-corruption and negativity monitor and direct.
Regarding the leadership of socio-economic development, ensuring national defense and security, the head of Nghe An Provincial Party Committee requested to focus on directing the implementation of a number of major and key tasks such as: Methodically implementing the Provincial Planning for the period 2021 - 2030, with a vision to 2050; the action program of the Government and the Provincial Party Committee to implement Resolution 39 of the Politburo, especially strengthening coordination with central ministries and branches to complete the work of advising the Government to submit to the National Assembly for consideration and promulgation of a Resolution on specific mechanisms and policies in the spirit of Resolution No. 39 before June 2024.
At the same time, lead and direct the effective implementation of the expansion of administrative boundaries and urban space of Vinh city; effectively implement the arrangement of commune-level administrative units in phase 2 to ensure peace for the people and the area; arrange public assets and arrange staff; resolutely and effectively implement solutions to promote disbursement of public investment capital and 3 National Target Programs from the beginning of the year; start and accelerate the progress of completing key projects; continue administrative reform with a drastic viewpoint; strive to attract FDI to continue to be in the top 10 nationwide.
Comrade Thai Thanh Quy requested continued attention to allocating resources for the continued development of culture, society, education, health, and social security, especially continuing to effectively implement the Housing Support Program for poor households and households with housing difficulties.
Grasp the situation, raise vigilance, concentrate, absolutely do not be passive or surprised, avoid hot spots and complications; keep the area peaceful for economic and social development.
The Provincial Party Secretary noted that the immediate task is to prepare carefully for Tet for the people, focusing on ensuring social order and security, and ensuring essential consumer goods. After Tet, focus on getting back to work immediately.
At the conference, the Provincial Party Standing Committee announced the decision to classify party committees under the Provincial Party Committee and the decisions to reward party organizations and party members in 2023.
