Speaking at the meeting, Mr. Aleksey Yurevich Russkich, Governor of Ulyanovsk Province, highly appreciated the positive contribution of the Vietnamese community in Ulyanovsk to the bilateral humanitarian and social relations. At the same time, he thanked the Vietnamese community in Moscow for supporting the victims of the terrorist attack in Crocus City on March 22.
According to Mr. Aleksey Yurevich Russkich, in bilateral relations, Vietnam and the Russian Federation have not yet fully exploited their available potential. Therefore, the two sides need to coordinate to further develop bilateral relations in the economic, humanitarian, political and all fields. He hopes to introduce the potential of Ulyanovsk province to Vietnamese partners, thereby seeking opportunities to promote bilateral cooperation.
Mr. Aleksey Yurevich Russkich said that on April 16, a delegation from Ulyanovsk province will visit Vietnam and attend the inauguration ceremony of the Lenin Monument in Nghe An province, on the occasion of the 154th anniversary of his birth (April 22, 1870 - April 22, 2024) and the 100th anniversary of the death of the leader of the world proletariat. This is a statue presented by the leaders and people of Ulyanovsk province to the people of Nghe An province and the people of Vietnam. He believes that the visit will be a driving force to promote relations between the two countries in general and between Ulyanovsk and localities of Vietnam in particular.

At the meeting, Vietnamese Ambassador to the Russian Federation Dang Minh Khoi recalled the more than 100-year traditional relationship between Vietnam and the former Soviet Union and the Russian Federation today. 2024 marks the 30th anniversary of the signing of the Treaty on Basic Principles in Vietnam-Russia Friendship Relations. Vietnam always identifies Russia as a leading important partner in security, defense, foreign affairs and oil and gas.
Regarding the terrorist attack in Crocus City on March 22, General Secretary Nguyen Phu Trong sent his condolences to President Vladimir Putin and Russia. Many Vietnamese people living and doing business in Moscow, the Russian Federation, donated blood and contributed money to support the families of the victims. Ambassador Dang Minh Khoi affirmed that this shows that the bilateral relationship is not only good at the high level but also at the people level of the two countries.
Ambassador Dang Minh Khoi also highly appreciated the sister relationship between Nghe An province of Vietnam and Ulyanovsk province. The Ambassador hoped that the leaders of Ulyanovsk province will continue to create favorable conditions for Vietnamese people to do business and live stably in the locality. The Vietnamese Embassy in the Russian Federation will also be a bridge of cooperation between Ulyanovsk province and localities of Vietnam.
