With the theme "Solidarity, affection, responsibility, towards victims; innovation, building a strong Association; successfully completing the tasks assigned by the Party and State", the Congress assessed the results of implementing the Resolution of the 4th Congress, term 2018-2023, drawing lessons; determining goals, tasks, and implementation solutions; electing the Executive Committee, Standing Committee, and Inspection Committee of the Association, term 2023-2028.
During the 2018-2023 term, the Association of Victims of Agent Orange/Dioxin at all levels has overcome many difficulties, fully completed the goals and tasks set by the 4th Congress; focused on consolidating and building a strong association organization and developing new members; done a good job of advising and proposing to the Party, State, Party committees and authorities at all levels to continue implementing Directive No. 43-CT/TW of the Secretariat of the 11th Party Central Committee; well implemented the Party and State's guidelines and policies on overcoming the consequences of toxic chemicals, caring for and helping victims.
Propaganda and emulation movements have been promoted by the association at all levels with many creative and appropriate forms, contributing to improving the effectiveness of resource mobilization. During the term, the association mobilized more than 2,300 billion VND to care for and help victims.

The struggle for justice for victims of Agent Orange continues to be carried out with new forms and measures, in line with the viewpoints, policies and foreign policies of the Party and State, contributing significantly to the US Government's greater responsibility in participating in the treatment of post-war dioxin residues and providing humanitarian support to people with disabilities, including victims of Agent Orange.
The activities of the association at all levels have been innovated, promoting their roles and responsibilities, truly representing the legitimate rights and interests, promptly responding to the aspirations of victims, affirming the role and position of the association towards the Party Committee, government and society.
On behalf of the Party and State leaders attending and giving a speech at the Congress, Ms. Bui Thi Minh Hoai acknowledged and commended the results achieved by the Vietnam Association of Victims of Agent Orange/Dioxin during the past term.
Ms. Bui Thi Minh Hoai affirmed: “The consistent viewpoint of our Party and State is that economic growth goes hand in hand with implementing social progress and equity in every step of development, every policy and throughout the development process; ensuring social security according to the motto “leaving no one behind”.
Over the years, the Party and the State have issued many policies and guidelines to gradually improve and enhance the material and spiritual life of the people, implement social protection, and care for vulnerable groups and people in society, including victims of Agent Orange. Every year, the State allocates tens of thousands of billions of VND to subsidize, provide health care, and rehabilitate victims, and support areas that are particularly disadvantaged due to the severe effects of Agent Orange.
However, according to Ms. Bui Thi Minh Hoai, the impact of Agent Orange/dioxin on the environment and human health is still very severe, and social policies cannot fully compensate for the losses that AO victims have suffered.
She emphasized: “In our country, many AO victims are living in poverty and illness, they are suffering every hour, every minute. Many mothers and wives of Agent Orange victims still silently take care of their husbands and children every month and every day with heart-wrenching pain. Therefore, we need to continue to “join hands to soothe the pain of Agent Orange”, help them rekindle their faith, ease their difficulties, and rise up to integrate into the community”.
The 5th National Congress of the Vietnam Association of Victims of Agent Orange/Dioxin, term 2023-2028, was held on the occasion of the 20th anniversary of the founding of the Vietnam Association of Victims of Agent Orange/Dioxin (January 10, 2004 - January 10, 2024).
This event marks the growth and maturity of the Association from the central to local levels; at the same time affirms the position, influence and prestige of the Association domestically and internationally.

The Congress voted to approve the proposed content of supplementing and amending the Association's Charter and elected the Executive Committee of the Vietnam Association of Victims of Agent Orange/Dioxin, term V, 2023-2028, consisting of 75 members. Lieutenant General Nguyen Huu Chinh, former Political Commissar of the General Department of Technology, Ministry of National Defense, was elected as Chairman of the Association.
Ms. Nguyen Thi Binh, former member of the Party Central Committee and former Vice President, continued to be honored as the Honorary President of the Association. The Congress sent a letter to officials, members and victims of Agent Orange in Vietnam.
