Deputy Prime Minister Tran Hong Ha agreed to assign the People's Committee of Dong Nai province to implement the Bien Hoa Airport Project investment under the public-private partnership model.
The Deputy Prime Minister's comments were made on March 13, based on the proposal of the Dong Nai Provincial People's Committee, the Ministry of Transport and the Ministry of Planning and Investment. The Deputy Prime Minister requested the Ministries of National Defense, Planning and Investment, Finance, Natural Resources and Environment, and relevant agencies to support Dong Nai in the project implementation process.
According to the Ministry of Transport, a number of localities have recently reported and been assigned by the Prime Minister to invest in new airports. The implementation is based on the public-private partnership method, such as Van Don International Airport, Quang Tri Airport, and Sa Pa Airport.
The Ministry of Transport assessed that these projects play an important role in connecting regions and internationally. Typically, Van Don airport has been put into operation since 2018, contributing positively to the socio-economic development of the locality and the whole country. Quang Tri airport has selected an investor, and Sa Pa airport is in the selection process.
The above projects have achieved initial results in applying regulations on decentralization, delegation of authority, and mobilization of non-state investment capital to develop airport infrastructure.

Previously, Dong Nai assigned units to determine the area to be handed over to study upgrading Bien Hoa into a dual-use airport, with an expected capacity of 5 million passengers per year. The land area of Bien Hoa airport is about 967 hectares, with the possibility of arranging about 50 hectares for planning a civil aviation area.
Bien Hoa Airport is located in Tan Phong Ward, Bien Hoa City, Dong Nai Province, about 25 km northeast of Tan Son Nhat International Airport and about 32 km northwest of Long Thanh International Airport. This is a level 1 military airport with 2 runways.
