In recent years, Bac Giang has been one of the localities with continuously increasing investment in culture, each year higher than the previous year. In particular, the province pays special attention and prioritizes funding sources to invest in building and effectively promoting the system of cultural and sports institutions in the area. Thanks to that, cultural institutions from the province to the grassroots level are regularly invested in, consolidated and improved, basically meeting the increasing needs of cultural activities and sports training of the people.

Perspective of Bac Giang Cultural - Exhibition Center

At the provincial level, in the period of 2021-2023, the Department of Culture, Sports and Tourism of Bac Giang has advised the Provincial People's Committee to include in the planning and public investment plan many important institutions such as the Cultural - Exhibition Center, Stadium, Traditional Art Theater. Of which, the Provincial Cultural - Exhibition Center has started construction and is expected to be completed in the first quarter of 2025.

Bac Giang Provincial Sports Stadium, Bac Giang City (Bac Giang) with a capacity of about 4,500 seats is one of the landmark institutions bearing the pride of Bac Giang people that has been put into service for the 31st SEA Games (2022). Near the Stadium is the Cultural-Exhibition Center - a highlight institution of Bac Giang that is in the process of completion. The project has a modern and luxurious design that promises to add a highlight to the complex of modern cultural and sports institutions of the province after completion.

Deputy Director of the Department of Culture, Sports and Tourism of Bac Giang province, Do Tuan Khoa, said that, recognizing the importance of grassroots cultural institutions, most localities in Bac Giang in recent years have devoted many resources and prioritized land funds for construction, while at the same time, investing in repairing, upgrading and renovating existing institutions to meet the spiritual and cultural needs of the people.

After a period of mechanism transformation, cultural and sports institutions have now gradually innovated in terms of organization and operation methods, facilities have been enhanced, and a number of large-scale, spacious, and beautifully-designed projects have been built; the general trend of the system of physical education and sports facilities is to be located near schools and apartments to meet the needs of people at the grassroots level.

In Hai Duong, the Dong Xu Cultural Center brings many surprises to first-time visitors because of its modern scale. As a large cultural project in the area, invested in construction with a cost of over 648 billion VND, the Dong Xu Cultural Center has a construction area of ​​over 4,500 m2, including 4 floors, 1 basement, and 1 attic. With main items including a conference center and a square, the Dong Xu Cultural Center is one of the provincial-level cultural institutions with a capacity of up to 19,000 people.

"The Eastern Cultural Center is a cultural institution managed and used by the Provincial Cultural and Art Center. The center is built with an open architecture, modern and majestic style. The highlight of the center is the large hall on the first floor, with a capacity of 1,200 seats, with two sides of the hall reserved for exhibitions. The remaining floors all have small halls with 100 seats, 150 seats and 250 seats...", Ms. Do Thi Mai Hue, Deputy Director of the Hai Duong Provincial Cultural and Art Center shared.

In addition to the Eastern Cultural Center, Hai Duong province also invested in building many new projects such as the Provincial Library; renovating and upgrading the Provincial Museum; 12/12 districts, towns, cities and 235/235 communes, wards and towns have Cultural-Sports Centers; 1314/1314 villages and residential areas have cultural houses that promote their functions in organizing activities, contributing to improving the spiritual and physical life, stature and quality of life of people in the province.

In Quang Ninh, the locality always prioritizes resources for investment in culture. Deputy Director of the Department of Culture, Sports and Tourism of Quang Ninh province, Nguyen Thanh Tung, said that the system of cultural and sports institutions in the area has been focused on for many years, with investment and construction being synchronous from the provincial to grassroots levels.

The Museum, Library, Planning Palace, Fair and Exhibition, Sports Complex, Youth and Children's Cultural Palace, Vietnam - Japan Labor Cultural Palace, Cam Pha Stadium, and the Northeast Ethnic Culture and Sports Center are built on a large scale and are modern, meeting the needs of hosting and organizing domestic and international events.

13/13 districts, towns and cities have cultural and sports centers; 13/13 libraries belong to cultural and sports centers. At the commune level, there are 104/177 commune-level cultural and sports centers; at the village level, 1,449/1,452 villages have village cultural houses.

"Along with the system of cultural and sports institutions invested in and built from the budget, Quang Ninh province always identifies the socialization of cultural activities as a major policy of the Party and State, in line with the laws of movement and development of the field of building grassroots cultural life. That is a long-term policy, a motto to achieve increasingly high social efficiency in cultural activities," said Mr. Nguyen Thanh Tung.

Meet the spiritual and cultural needs of the people

Investing in building cultural and sports facilities, the biggest goal of localities is to improve the cultural and spiritual life of the people. That requires localities to use the facilities effectively.

Mr. Do Tuan Khoa said that after completion and operation, the Provincial Cultural - Exhibition Center promises to become a cultural and artistic meeting place for the city's people, with multi-functions such as: performing arts with an auditorium of nearly 1,000 seats, film screenings, exhibitions... The center is also an office, with a practice room for artists and actors... Contributing to serving the spiritual and cultural enjoyment needs of local people; thereby spreading the cultural values ​​and people typical of Kinh Bac region to people in the country and internationally.

According to Mr. Do Tuan Khoa, the old Bac Giang cinema is currently degraded, the facilities and equipment of the screening room do not meet the enjoyment needs of the audience. Therefore, the project of 3D, 4D, 5D cinema rooms planned in the functions of the Center... will contribute to attracting audiences to the cinema, developing the film industry in the area.

There is a modern institution, but the effort to keep the lights on regularly, to be able to organize many activities to maximize the effectiveness of the cultural institution is always a problem, a concern for the management team of the Eastern Cultural Center.

Ms. Do Thi Mai Hue said that there are days when the Center organizes 2-3 activities. Major events take place regularly every month, and the "lighting on" rate here reaches about 50-60% of the time fund in the month.

"When the Eastern Cultural Center came into operation, we developed a management and operation plan. With a beautiful location in the city, as soon as it came into operation, the Center was the chosen destination to hold major conferences of the province, departments, and branches. However, what always makes us worry is how to maximize the function of the project, attract and serve the majority of people," said Ms. Do Thi Mai Hue.

According to Ms. Do Thi Mai Hue, many large-scale art programs such as the 80th anniversary of the Outline of Vietnamese culture, the anniversary of major holidays, the birthdays of leaders, etc. have been organized at this cultural institution. In order to attract a large number of people when organizing large programs, the Center has a mobile propaganda team, broadcasting on the streets so that people can know and participate.

The system of cultural and sports institutions at all levels of localities has increasingly affirmed its important role in recent times, as a place for community activities, meetings, study, physical exercise, and improving the spiritual life of all classes of people.
