Social policy credit meets people's aspirations

The effectiveness of policy credit is not only economic value but also social problems are solved, the lives of a large number of poor and disadvantaged people have been gradually improved. Directive No. 40-CT/TW dated November 22, 2014 of the Secretariat of the 11th Party Central Committee on Strengthening the Party's leadership over social policy credit has become a correct decision, directly solving internal problems in the implementation of social policy credit, creating a breakthrough in connecting the strength of the entire political system, together with the Vietnam Bank for Social Policies (VBSP) to achieve the goal of sustainable poverty reduction.

In addition to coordinating and implementing well the work of investigating, reviewing, and confirming poor households, near-poor households, households with average living standards and other policy beneficiaries. The local Party Committee and government have paid attention to leading and directing social policy credit activities, creating favorable conditions for the town's Social Policy Bank to carry out assigned political tasks; socio-political organizations have well implemented the contents entrusted by the Social Policy Bank; coordinated the work of loan evaluation; strengthened the work of inspection, supervision, urging debt collection, interest collection, guiding borrowers to use capital effectively; consulting, guiding the construction and replication of typical production and business models, helping each other to escape poverty and get rich have been effectively implemented... bringing preferential credit capital to poor households and policy beneficiaries in a timely and appropriate manner. Prioritizing loan capital to implement social policy credit programs and projects to ensure stable and sustainable operations.

Talking with many people in Hoa Thanh commune, Dong Hoa town, many people shared stories of overcoming difficulties and improving their family's life with policy credit capital. Comrade Nguyen Van Vinh, a member of the Veterans Association of Phuoc Loc 2 village, said: "Policy credit capital has created conditions for families to buy machinery such as combine harvesters, plows, develop livestock farming... so in recent years, the family's economy has improved. Each year, it brings in an income of 120 - 150 million VND, thereby providing additional economic resources."

Policy credit contributes to the goal of poverty reduction, ensuring social security and building new rural areas in Phu Yen province.

Veterans Association member Ho Thanh Van - Phuoc Binh Bac branch shared: "My family has borrowed 3 times with a total amount of 120 million VND, and we have to pay it all back to continue doing business. Thanks to preferential capital from the policy bank, buying machinery and breeding animals is relatively easy."

According to the Vice President of the Phu Le Village Veterans Association: Van Phu Hoa shared: “With the attention and advice of the Association, my family was able to borrow preferential capital from the policy bank with an amount of 120 million VND. My family invested in expanding the high-yield cow breeding model combined with growing sugarcane, corn, grass and taking advantage of surplus vegetables and fruits from the markets... as animal feed. Up to now, my family's income has been stable, covering daily life has been better, creating good conditions for the family to raise children to study. I hope that the organizations will continue to create conditions for households to soon boldly access loan sources to develop production, raise livestock and develop the family economy."

Chairman of Hoa Thanh Commune People's Committee, Mr. Doan Phu Huu (also a member of the Veterans Association) affirmed: The monthly transaction point of the Social Policy Bank in the commune is arranged within the premises of the Commune People's Committee and creates favorable conditions for people to borrow capital and repay debts. The transaction point has full contents and is publicized according to regulations. The boards, suggestion boxes, hotlines... are hung in easy-to-see places, convenient for customers to follow. The local government promptly directs the Commune Poverty Reduction Committee and socio-political organizations to conduct a review of loan subjects, conduct lending assessments to the right beneficiaries, urge the collection of due debts, especially overdue debts.

Particularly, the Association of War Veterans of Hoa Thanh commune has coordinated with the Vietnam Bank for Social Policies to promptly transfer policy credit capital to poor households and other policy beneficiaries in the area. By the end of October 2024, the total outstanding loan balance of the Vietnam Bank for Social Policies at the Association of War Veterans of the commune was 7.7 billion VND with 215 loan customers. The poor and other policy beneficiaries who have the need and meet the conditions can access the products and services provided by the Vietnam Bank for Social Policies.

With the effective use of loan capital, it has helped local households not only escape poverty but also develop the economy, build their homeland, the economy is increasingly improved, improving the material and spiritual life of the people. Promoting the effectiveness of credit capital from the Social Policy Bank, not only contributes to hunger eradication and poverty reduction, but also contributes to the implementation of one of the criteria for the goal of building Hoa Thanh commune to reach the model new rural standard by 2024.

It can be said that social policy credit has made an important contribution to the implementation of the National Target Program on sustainable poverty reduction in Hoa Thanh commune in particular and Dong Hoa town in general; it is a testament to the correct leadership policy of our Party and State for the poor and policy beneficiaries, which is increasingly effective, widely spread, worthy of its mission as a special social security policy, supporting the poor and policy beneficiaries in their journey to overcome poverty, so that no one is left behind.

In fact, not only the Party Committee and the People's Committee of the commune, closely following the content of Directive No. 40, in recent times, the village Party Committee and mass organizations in the commune have identified leadership and direction of social policy credit activities as one of the key tasks in the regular program and plan of activities. Accordingly, they have paid attention to supporting the VBSP in terms of facilities and equipment to serve the activities of units in the area; balancing and prioritizing the allocation of local budgets entrusted to the VBSP to supplement social policy credit capital sources, meeting more promptly the borrowing needs of poor households and other policy beneficiaries in the area.

The Fatherland Front and socio-political organizations regularly disseminate and popularize the Party and State's guidelines and policies on social policy credit; closely follow and direct the grassroots level to coordinate with the Bank in implementing credit programs; consolidate and improve credit quality and the quality of operations of Savings and Loan Groups. Coordinate with local authorities and relevant units to integrate credit activities with programs and policies on agricultural and rural development, education development, vocational training, job creation and new rural construction to improve the effectiveness of social policy credit.

The work of consolidating and improving the quality of operations of the Board of Directors of the Social Policy Bank at all levels has been carried out regularly, especially after the Chairman of the People's Committee at the commune level joined the Board of Directors of the Social Policy Bank at the town level, thereby improving operational capacity; policies and guidelines have been implemented quickly, difficulties and problems have been directly directed and promptly resolved at the grassroots level by the Chairman of the People's Committee of the commune.

Along with the dedication, devotion, and responsibility of the staff and employees of the Social Policy Bank, regardless of difficulties and hardships..., being present at fixed transaction hours to serve the people, it has connected the strength of the entire political system to participate in sustainable poverty reduction, ensuring social security, contributing to the overall success of Directive No. 40.

Preferential loans through the Vietnam Bank for Social Policies have overcome the shortage of capital and jobs, prevented usury in rural areas; narrowed the gap between rich and poor, raised people's living standards, improved economic conditions, stabilized social order and safety, and strengthened people's trust in the Party and State.

Highlighting the humanity of policy

During the 10 years of implementing Directive No. 40 in the commune, policy credit capital has been disbursed to nearly 1,750 poor households and other policy beneficiaries, with a loan turnover of nearly 52 billion VND. The capital has helped hundreds of households overcome the poverty line; attracted and created jobs for 8,630 workers; 01 person who completed his prison sentence received a loan to integrate into the community; 133 students in difficult circumstances received a loan to study; supported nearly 60 students in difficult circumstances to buy equipment for online learning; built 1,357 clean water and environmental sanitation works; 26 houses for poor households and policy families, actively contributing to solving social security issues.

Obviously, the effectiveness of investment in policy credit capital is not only measured by the economic values ​​achieved but also serves as a solid foundation for the poor, improving the quality of people's lives, contributing to the successful implementation of the National Target Program on sustainable poverty reduction and new rural construction.

It can be affirmed that this is the correct policy of the Party and the State, meeting the aspirations of the People and increasingly entering life. In order to further promote the effectiveness of social policy credit, in line with the context and socio-economic development situation in the new period, in the coming time, the Party Committees, authorities and functional branches in the province will continue to pay attention to thoroughly and thoroughly grasping the content of Directive No. 40. Raising awareness of cadres, Party members and People about the position and role of policy credit in the process of organizing the implementation of the Party's guidelines and policies, the State's policies and laws on economic growth along with progress, social justice, ensuring social security and sustainable poverty reduction.

Party committees and authorities at all levels, especially leaders, need to promote a sense of responsibility in grasping information related to social policy credit activities; promptly direct the removal of difficulties and obstacles, consolidate and improve credit quality in localities. Direct the effective implementation of the investigation and identification of poor households, near-poor households, and households with average living standards as a basis for implementing social policy credit, creating conditions for beneficiaries to quickly and promptly access capital sources. Promote the role of the Fatherland Front in social supervision and criticism, improve the effectiveness of mass supervision of social policy credit activities. Step up the implementation and expansion of the campaign for the poor, consider depositing funds and temporarily idle money into the Vietnam Bank for Social Policies to supplement capital sources.

Socio-political organizations that receive the trust focus on fully and effectively implementing the entrusted tasks; guiding the evaluation of loan subjects; strengthening inspection, supervision, urging debt collection on time, guiding borrowers to use capital effectively; integrating the implementation of social policy credit with programs and projects of associations and organizations. Effectively carry out consulting work, guiding the construction and replication of effective production and business models, models that help each other escape poverty and become rich legitimately.

Recently, at the conference to summarize 10 years of implementing Directive 40-CT/TW, dated November 22, 2014 of the 11th Party Central Committee Secretariat on strengthening the Party's leadership over social policy credit in the province, organized by the Standing Committee of Phu Yen Provincial Party Committee on the afternoon of July 17, 2024, speaking at the conference, Deputy General Director of the Vietnam Bank for Social Policies Hoang Minh Te acknowledged and highly appreciated the outstanding results in the implementation of Directive 40-CT/TW of the Secretariat in Phu Yen. It can be affirmed that Directive 40-CT/TW has come into life, in line with the Party's will, the people's hearts, and the people's consensus and support. “In the coming time, the VBSP will continue to pay attention and focus on supplementing resources and capital to effectively implement preferential credit policies in Phu Yen, contributing to socio-economic development, sustainable poverty reduction, new rural construction and ensuring social security in the locality,” the Deputy General Director of the VBSP affirmed.

Concluding the conference, Comrade Ho Thi Nguyen Thao - Vice Chairman of Phu Yen Provincial People's Committee requested that in the coming time, Party committees and authorities at all levels in the province continue to seriously, promptly and effectively implement the contents of Directive 40-CT/TW; integrate social policy credit programs in public investment decisions, national target programs and other programs and projects in the socio-economic development plan for the period 2021-2030; annually, balance and prioritize the allocation of local budgets and other legal capital sources entrusted to the Vietnam Bank for Social Policies to supplement loan capital.

People's Committees at all levels in the area shall direct and effectively carry out the investigation and identification of poor households, near-poor households, households that have just escaped poverty, households with average living standards and beneficiaries of other credit policies as a basis for the VBSP to provide loans; promote agricultural, forestry and fishery extension activities, vocational training for poor households and other policy beneficiaries to improve the efficiency of capital use...

The provincial Fatherland Front coordinates the implementation of social supervision and criticism activities to improve the effectiveness of policy credit. Socio-political organizations enhance their responsibility and role in receiving entrusted loans, guiding the evaluation of loans to the right subjects, guiding borrowers to use capital effectively, regularly inspecting, supervising, and urging debt collection on time...

A correct, accurate and popular policy has contributed to creating a fundamental change from awareness to action of the entire political system. A political determination of the Party Committee and the Government from the Central to the local level has brought about encouraging results in all aspects of economic, cultural life and social order for the rural poor. After 10 years of implementation, Directive No. 40-CT/TW dated November 22, 2014 of the Central Party Secretariat on strengthening the Party's leadership over social policy credit has truly become a "compass" for policy credit activities in the locality from the province, town to commune, so that the Bank for Social Policies is not only the authorized representative of the Government's credit disbursement but also a bridge and lever to promote the close connection between the Party - people - government in the fight against poverty and sustainable development./.
