Policy credit acts as a 'midwife' to help farmers develop their economy

In Dong Tien block, Nghi Thuy ward, Cua Lo town, Mr. Dau Van Hiep is known as a typical example of the movement of good production and business, using policy capital effectively. Mr. Hiep said that his family is a pure fisherman in a coastal fishing village, almost everyone only goes on small boats drifting in the vast ocean. The work is hard but life is generally difficult. Understanding that, he learned about the profession of raising fish in cages in brackish water areas. In 2010, he and his wife borrowed more money from relatives to invest in building cages, trying to raise a few small cages of Hong My fish.

In early 2015, there was a fish farming instruction program opened by the North Central Aquaculture Institute in the locality, and he registered to participate. With the knowledge he had learned, plus his practical experience from several years of fish farming, he boldly borrowed 50 million VND from the Cua Lo Social Policy Bank to invest in more cages, buy more fish fry, and focus on fish farming.

Since 2019, seeing the high efficiency of grouper farming models in other localities, he continued to borrow VND 50 million from the Social Policy Bank from the job creation program to expand the scale of fish farming to 10 cages and try raising new fish species. Up to now, the amount of money he has invested in this model is nearly VND 2 billion, including building cages, buying fish fry, and fish feed. Grasping how to care for and prevent diseases, the fish grow and develop well, deducting all costs and interest, each year his family earns VND 300 million. Not only enriching himself, Mr. Hiep is also enthusiastic in guiding and disseminating knowledge and production experience to dozens of local workers and is always at the forefront of the emulation movement for good production and business.

Dare to think, dare to do, farmer union member Tran Trong Phi (born in 1990), in Tan Vinh village, Tan Thanh commune, Yen Thanh district is a typical example of rising to become rich. Due to his poor family circumstances, he was not able to study as much as his friends; after a period of wandering abroad but with no results, he returned to his hometown to start a business. Discovering the potential of the Solanum procumbens plant as one of the rare medicinal herbs with great demand, he decided to produce Solanum procumbens tea bags. In the early days of starting a business, lacking knowledge, experience, and capital, he failed many times.

But with determination and support from the national employment expansion fund loan of the district's Social Policy Bank of 100 million VND, he invested in a factory, purchased modern machinery, and linked with farmers to produce Solanum procumbens to proactively source raw materials for processing. After 3 years of implementation, he has now supplied the market with hundreds of product boxes, worth billions of VND, creating regular jobs for 7-8 workers, with an income of 7-10 million VND/person/month and many seasonal workers.

In Yen Thanh district, there are many economic models that have effectively promoted loans from the Policy Bank entrusted by the Farmers' Association. It is known that up to now, 39/39 Association units have been entrusted with the District Social Policy Bank; there are 137 savings and loan groups managed by the Farmers' Association; entrusted loans with 11 credit programs, with a total outstanding debt of more than 244 billion VND, for 5,245 households.

Ms. Dinh Thi Linh - President of Yen Thanh District Farmers' Association said: In the past time, Yen Thanh District Farmers' Association has coordinated with the district's Social Policy Bank to well implement the assigned tasks as a bridge to transfer preferential credit capital to poor households and other policy beneficiaries to invest in economic development. From the policy loan capital, it has created conditions and motivation to encourage farmer members to boldly invest, actively work in production, improve labor productivity, product quality, transform agricultural production structure; and well implement the local socio-economic development targets.

Help the organization become stronger

In order to effectively implement the Joint Programs between the Farmers’ Association and the Social Policy Bank, the Provincial and District Farmers’ Associations have regularly directed the Associations to effectively implement the entrustment stages and synchronously deploy solutions to help preferential credit sources be effective. As of July 2023, the total outstanding debt reached VND 3,414 billion, an increase of VND 257 billion compared to the beginning of the year. The savings deposit balance was VND 201,143 billion. In parallel with mobilization and lending, the associations at all levels have also coordinated well with the Bank for Social Policies in effectively collecting and handling overdue debts, and strictly controlling overdue debts. The overdue debt rate as of June 30, 2023 was only 0.038%. The associations at all levels have established groups with similar interests in production and business to join together to build economic development models and coordinate with the Bank for Social Policies to lend capital, bringing about very good results, helping farmers increase their income and escape poverty sustainably.

Typical examples include: The model of professional farmers' association for raising black apple snails in Duc Thanh commune, Yen Thanh district; the model of professional farmers' association for raising and processing eel products to ensure food hygiene and safety in Long Thanh commune, Yen Thanh district; the model of fish sauce processing to ensure food hygiene and safety in Dien Ngoc commune, Dien Chau district; the model of professional farmers' association for raising Sind crossbred cows in Bong Khe commune, Con Cuong district, etc.

Not only acting as a bridge to help people access policy credit capital in the fastest way, the Farmers' Association also actively coordinates with authorities at all levels and sectors, organizations from district to grassroots to organize training, transfer science and technology, guide people to choose suitable plants and animals to develop family economy, improve productivity, product quality and use loan capital for the right purpose. To ensure the safety and promote the effectiveness of loan capital, the Association has assigned staff to directly monitor the entrustment work, regularly inspect and supervise the activities of savings and loan groups. From these activities, the Association has helped the Association get closer to farmer members, promote the propaganda of the Party and State's policies and guidelines to the people, contributing to the effective implementation of the goal of poverty reduction and ensuring social security.

Mr. Nguyen Quang Tung - Chairman of the Provincial Farmers' Association shared: The Standing Committee of the Provincial Farmers' Association has directed the Associations at all levels from the province to the grassroots to coordinate with the Bank for Social Policies to organize and implement the task of receiving entrusted loans for poor households and other policy beneficiaries, achieving many positive results. Through entrusted lending activities, it also helps to build the Association organization increasingly stronger, contributing positively to increasing the number of well-off and rich farmers in the province, and significantly reducing the number of poor households.

Through the activities of the loan group, we have gathered and gathered more and more members to participate in the Association, contributing to building an increasingly strong association, strengthening trust and solidarity, actively supporting each other in life to strive to get rich, and members are more attached to the Association.
