With high political determination and rich revolutionary tradition, the Party Committee and government of Hoai Nhon town have focused on comprehensive leadership and direction in all aspects, focusing on implementing key programs and projects such as: Socio-economic development, building new rural areas, civilized urban areas, sustainable poverty reduction, contributing to changing the face of the countryside, an important economic gateway in the North of Binh Dinh.
Local agricultural, forestry and fishery production has developed strongly, with early mechanization, irrigation, and application of seasonal science, attracting tens of thousands of workers. Notably, 5 years ago, the entire town achieved new rural standards. At the end of 2023, Hoai Nhon successfully eliminated poverty in 3 communes and wards: Hoai Hai, Tam Quan Bac and Tam Quan; these 3 communes and wards no longer have poor households. In 2024 and 2025, the town is determined to complete sustainable poverty reduction in the remaining 7 communes and wards each year, aiming to have no poor households in Hoai Nhon town by 2025, and at the same time eliminate all temporary and dilapidated houses for poor households and other policy beneficiaries.
According to Secretary of the City Party Committee Pham Truong, the Standing Committee of the City Party Committee has mobilized the entire political system to implement the Project on sustainable poverty reduction, creating livelihoods, and providing “fishing rods” as one of the top important solutions to help people reduce poverty and escape poverty. The movement to develop production, overcome poverty, and improve living standards has been carried out by all levels and sectors, with important and effective contributions from the Vietnam Bank for Social Policies.
Director of the Town Social Policy Bank Dang Thi Huong said: Since its establishment, the unit has always closely followed the policies and resolutions of the Party and the State, along with the spirit of efforts to overcome difficulties and challenges of the policy credit staff, so it has effectively implemented appropriate solutions, mobilized large capital sources from many channels, many subjects, many forms and opened up preferential capital flows, contributing practically to helping people escape poverty and stabilize their lives.
The poverty rate has decreased rapidly, currently there are only 619 poor households and 1,891 near-poor households. By June 30, 2024, the total policy capital in Hoai Nhon town reached nearly 770 billion VND, an increase of 515 billion VND compared to 2014. The results achieved affirm the efforts of the town's Social Policy Bank in synchronously implementing appropriate solutions to mobilize large capital sources, fully meeting the demand for loans for economic development investment of poor households and other policy beneficiaries.
The Party Committees and local authorities at all levels have thoroughly grasped the contents of Directive No. 40-CT/TW, through the drastic direction of transferring capital sources originating from the State budget to a single focal point, the Vietnam Bank for Social Policies, for use and management according to regulations. At the same time, balancing and supplementing the local budget entrusted through the Vietnam Bank for Social Policies to increase lending resources for poor households and other specific policy beneficiaries in the locality. To date, the total local budget capital entrusted to the Vietnam Bank for Social Policies has reached VND 27,641 billion. Preferential capital has been transferred to the correct address and beneficiary, through 17 commune transaction points, 290 savings and loan groups in all hamlets, villages, and residential areas, helping people with capital to proactively go to the fields, up the hills, and offshore... in the production season, creating a stable source of income.
Ms. Pham Thi Thu Thao (in Quarter 2, Bong Son Ward) used 100 million VND from the job creation support loan of the Hoai Nhon Town Social Policy Bank to invest in purchasing more machinery and equipment, expanding the production scale of LAQUE freeze-dried pennywort powder, meeting the consumption of a large number of customers inside and outside the area. Currently, Ms. Thao's production facility brings in a profit of 100 - 120 million VND/year for her family, and creates stable jobs for 2 - 3 local workers, with an income of 4 - 5 million VND/person/month. The product "Laque freeze-dried pennywort powder" is also recognized as meeting 3-star OCOP standards.
In the homeland rich in revolutionary tradition of Hoai Nhon today, most poor households and other policy beneficiaries who have the need and meet the conditions have been able to borrow preferential credit capital from the State conveniently and promptly for the production and business season. Along with the work of mobilizing resources and transferring capital to the right beneficiaries, the Hoai Nhon Town Social Policy Bank has built and implemented a specific credit management method, suitable to local reality. That is, together with socio-political organizations such as the Farmers' Association, Women's Association, Veterans' Association, and Youth Union, re-signing policy loan trust contracts, creating a chain of 4 houses "Bank, government, mass organization, Savings and Loan Group" joining hands to help people borrow capital, use policy capital to invest effectively in developing agricultural, forestry and fishery production, and expanding traditional industries.
In 10 years, preferential capital has created jobs for 2,452 workers, maintained and restored traditional craft villages, stabilized their lives; helped 290 workers go to work abroad; helped 183 workers and households have capital to invest in production, change jobs, create jobs, increase income and stabilize their lives due to the Covid-19 pandemic; helped 80 disabled workers borrow capital to invest in production and business development; helped 670 households build clean water and environmental sanitation works in urban areas.
On the 22-year journey of accompanying the poor and other policy beneficiaries, especially after 10 years of strongly implementing Directive No. 40-CT/TW of the Secretariat, the Hoai Nhon Town Social Policy Bank has made an important contribution to the implementation of the National Target Programs on sustainable poverty reduction and new rural construction in the area. In the coming time, the town Social Policy Bank will continue to extensively implement Directive No. 40-CT/TW and Conclusion No. 06-KL/TW of the Secretariat, focusing on mobilizing financial resources, quickly transferring capital to the right addresses and beneficiaries, contributing to highly effective investment in economic development and ensuring social security in the locality.
