On March 6, Nam Dinh province held a conference to announce the provincial planning for the period 2021 - 2030, with a vision to 2050 and promote investment in Nam Dinh province in 2024.
Attending the conference were Deputy Prime Minister Tran Hong Ha and leaders of the Central Government, localities, embassies of Korea, Japan, Singapore, Australia, India... and more than 100 representatives of domestic and foreign enterprises.

The most valuable capital for Nam Dinh to develop is human resources and talent.
Speaking at the conference, Deputy Prime Minister Tran Hong Ha emphasized that Nam Dinh is a land of culture, a land of talented people, rich in historical traditions, revolution and love of learning; the place where the Tran Dynasty was founded, the most prosperous dynasty in the feudal history of Vietnam with 3 times leading the army and people of Dai Viet to victory over the Yuan-Mongol invaders, creating the glorious Dong A spirit.

This is also the homeland of many talented people, famous generals, writers and outstanding leaders of the Party and State; the cradle of the working class and the workers' movement in early 20th century Vietnam.
According to Deputy Prime Minister Tran Hong Ha, the most valuable asset for Nam Dinh to develop is not the advantages of land and natural resources, but the human resources and talents of the studious land, the leading flag of education in the country, the locality has been in the top of the country for nearly 30 years in terms of results in general education and key education.
Promoting those advantages, with the efforts, high determination and innovative spirit of the entire political system and people, Nam Dinh has achieved many important achievements, creating comprehensive changes in the fields of economy - society, ensuring national defense and security.
Nam Dinh's GRDP growth rate in 2023 will reach 10.19%, ranking 3rd in the Red River Delta and 6th in the country. GRDP per capita will reach 54.9 million VND/person, up 12%. Nam Dinh is a bright spot in the country in new rural construction. In particular, the province's education and training have consistently been in the top of the country in terms of quality for nearly 3 decades.
"Nam Dinh is determined to be an important development pole of the southern sub-region of the Red River Delta, a modern economic center, an important development driving force and a connecting point for trade of goods, services and culture of the Red River Delta. From that orientation, Nam Dinh province's planning plays a particularly important role, reorganizing the province's development space in close, organic connection with the provinces of the Red River Delta", Mr. Tran Hong Ha emphasized.
According to the Deputy Prime Minister, in order to effectively organize and implement the planning, the province needs to learn from the development lessons of localities in the region, continue to innovate, promote internal resources, especially high-quality human resources, take advantage of opportunities, and find its own way to make Nam Dinh a place worth investing, dedicating to, and living in.
"With high-quality human resources and great potential for clean energy, Nam Dinh needs to choose green economic and knowledge-based sectors and fields with high added value. That must be specified by green criteria on infrastructure, technology, investment capital and readiness for green transformation and digital transformation," said the Deputy Prime Minister.
3 dynamic economic regions, 4 dynamic urban centers
Speaking at the conference, Chairman of Nam Dinh Provincial People's Committee Pham Dinh Nghi emphasized the prime location of Nam Dinh province in the Red River Delta and Northern coastal region.
According to Mr. Nghi, Nam Dinh province is located in an important traffic position, on the important roads, railways and waterways of the region. Since ancient times, Nam Dinh city (Nam Dinh province) was one of the first three urban areas of the North and was known as the "capital of the textile industry" of the whole country.

The Chairman of the Nam Dinh Provincial People's Committee also said that after 10 years of implementing the Prime Minister's master plan for socio-economic development of Nam Dinh province until 2020, many new factors in the country and the Red River Delta, especially the Northern key economic region, have had a positive impact on Nam Dinh province.
Therefore, some development targets and orientations according to this Plan until 2030 are no longer suitable. Given the context and reality of local development, the urgent task is to conduct research and develop the Nam Dinh Provincial Plan until 2030, with a vision to 2050 to meet the requirements of the National Socio-Economic Development Strategy for the period 2021-2030 according to the Resolution of the 13th National Congress of the Party and the development goals of Nam Dinh province.
By December 2023, the Prime Minister approved Decision No. 1729 on the Provincial Planning for the period 2021 - 2030 and vision to 2050. This planning meets the expectations of the Party Committee, government and people in the province for new development opportunities; demonstrating the interest and appreciation for the efforts of the province in construction and development in the past time. At the same time, the Government also recognizes the important role of the province in the development of the Red River Delta, the triangles, and the growth corridors of the Northern region as well as the whole country.
According to Mr. Nghi, by 2050, Nam Dinh will become a modern economic center, an important development driving force of the Red River Delta; with a synchronous and modern infrastructure system, connecting trade in goods, services and culture of the region.

According to Nam Dinh Provincial Party Secretary Pham Gia Tuc, the approved provincial planning with "3 dynamic economic zones, 4 dynamic urban centers, 5 economic corridors, 7 key tasks and development breakthroughs" is the most important legal basis for implementing socio-economic development goals; arranging space; allocating resources; maximizing the province's potentials and strengths; opening a big door to attract investment; striving by 2030, Nam Dinh will become a province with fast, comprehensive and sustainable development; a fairly developed province in the country, one of the important development centers of the southern Red River Delta.
By 2050, Nam Dinh will become a modern economic center, becoming the driving force for development of the Red River Delta.

Nam Dinh grants investment decisions to 7 projects with total capital of nearly 420 million USD
At the conference, Nam Dinh province also granted investment policy decisions and registered investment for 7 projects with a total registered capital of nearly 420 million USD; signed investment memorandums with 9 investors to implement infrastructure construction projects for industrial parks, commercial centers, eco-tourism areas, etc. These are all important projects with large investment capital and profound impacts on the socio-economic development of the province.
Nam Dinh Provincial Party Secretary Pham Gia Tuc requested investors to urgently complete the survey, research, and project preparation to complete investment procedures according to regulations, concretizing today's memorandum into actual projects; at the same time, requested provincial authorities at all levels; relevant departments, branches, and units to closely coordinate with investors throughout the implementation process to soon put the projects into operation, contributing to the overall development of Nam Dinh province.
